Guidelines on forms of Religious <br />Expression <br />Communications <br />• Verbal communication about religious beliefs is permitted during breaks and <br />lunches, subject to the limitations described in the policy. <br />• Supervisors should exercise an increased level of discretion in expressing their <br />personal views with the employees they supervise. <br />• Employees should not engage in verbal communication about religious beliefs <br />during City meetings when not related to City business. <br />• Employees, especially those who work with youth or other vulnerable populations <br />or those involved in enforcement activities, should refrain from communication <br />about religious beliefs when working with the public unless it is related to City <br />business. <br />• Employees must refrain from communication about religious beliefs with fellow <br />employees or the public when asked to stop, when fellow employees or the <br />public demonstrates that it is unwelcome, or where it could reasonably be <br />assumed to be unwelcome. <br />City Equipment <br />Employees are allowed to privately communicate their religious beliefs using City <br />equipment, subject to the limitations described in the policy and the policies <br />governing the personal use of telephones, e-mail, and other City equipment. In <br />general, City equipment used for religious purposes is allowed only if such <br />communication is kept to a minimum, is brief, and does not offend co- workers or <br />the public. <br />Each individual subject to the religious communications should be asked directly <br />if they wish to receive such communication before it is sent.
