In order to be approved your outside employment: <br />�'- ♦ Must not detract from the efficiency of your City work. <br />Must not discredit City employment. <br />♦ Must not create a conflict of interest with your City job. <br />As an employee you cannot be a contractor or a subcontractor on City projects. <br />Emergency Procedures APPM Section 4.15 <br />Emergency procedures are determined by the City Manager or the Acting City Manager. In an emergency situation, every <br />attempt will be made to maintain City services at a normal level. If the situation is serious enough that operation of these <br />services must be modified to respond to the crisis, employees will be informed as quickly as possible by telephone and/or the <br />news media. <br />Only the City Manager or Acting City Manager has the authority to close down a facility during regular business hours (defined <br />as 8 a.m. - 5 p.m., Monday through Friday). The only exception would be if continued operation of the facility poses an <br />immediate health or safety risk to the facility's occupants. In that case, the facility should be evacuated and the City Manager <br />or Acting City Manager should be notified immediately. <br />Outside of regular business hours (i.e. before 8am or after 5pm, Monday - Friday or on weekends) an Executive Manager or <br />Division Manager or AIC may close a facility at their discretion. That information should be relayed to the Communications <br />Supervisor in the 911 Center (682 - 2791), the news media, and all appropriate staff. <br />If City facilities are closed by the City Manager, you will receive your regular compensation. If they remain open but you are <br />unable to come to or remain at work, you will be compensated only for hours actually worked during any emergency period. If <br />you are unable to safely come to work or if you must leave early to ensure your safe arrival at home, you may be granted time <br />off and use vacation, comp time, or leave without pay (LWOP) or be allowed to flex your hours. In all instances your <br />supervisor's approval must be obtained. This use of vacation or comp time applies to all City employees, except for police, fire, <br />and other key service providers who must maintain work schedules as directed by their departments. <br />Personnel File APPM Section 2.1.5 Revised 09116102 <br />Human Resources will maintain the official, complete personnel files of employees. Departments / Divisions may <br />also create and maintain employee files which may contain duplicates of items in the personnel file and other <br />information concerning the employee that would assist the supervisor in monitoring employee performance and in <br />completing the employee's annual evaluation. <br />Access to personnel files is limited to authorized, supervisory or management employees and those clerical <br />employees responsible for maintaining the files. Personnel file information is not released to others without the <br />written consent of the employee unless required by a court order. An employee may view his/her personnel file or <br />department employee file in accordance with this policy <br />Employees shall receive copies of all information that is placed in their official personnel file. Supervisors should <br />attempt to secure an employee's signature on any documents that reflect critically upon the employee's <br />performance. The employee's signature confirms that the supervisor has discussed it with the employee and given <br />a copy of the material to the employee. It does not indicate agreement or disagreement. If an employee refuses to <br />sign a document, the supervisor shall write below the employee signature line: "Employee refused to sign" <br />followed by the supervisor's signature. An employee has the right to attach a statement of rebuttal to any <br />information placed in his /her personnel file. <br />Training and Educational Aid APPM Section 2.1.14 <br />The City encourages professional training, education, and development opportunities for employees with the <br />objective of improving City services. The types of opportunities available are educational aid, in- house training <br />programs, out -of- organization training, and professional memberships. Your supervisor must give prior approval <br />for time off and cost reimbursement. <br />In -House Training meets a variety of organizational needs and goals. These courses are offered at no cost to you <br />through the City's Coordinated Training Program. Some courses are required for new employees. See your <br />supervisor or contact HR for details. You may also visit our intranet site at Coordinated Training Program <br />Out -of- Organization Training provides specialized training required by many City occupations and may be acquired <br />by attending professional association meetings, workshops, conferences, etc. <br />Professional Memberships may be paid for by the City.
