Benefits and Leaves of Absence <br />Employee benefits are a significant part of your total compensation. This section provides general information <br />about those benefits. Since benefits are covered in bargaining agreements, bargaining unit employees should <br />refer to their respective collective bargaining contracts for specific information. <br />Sick Leave Philosophy APPM Section 10.2 (Revised 06113107) <br />Sick leave is a form of insurance given to reduce the financial burden for employees of non - occupational illnesses <br />and injuries. Regular full -time employees accrue ninety -six (96) hours of sick leave per year. Regular part-time <br />employees accrue pro -rated sick leave based on their regular hours worked (note - overtime worked is not <br />considered in the determination of sick leave accrual). Sick leave does not accrue during leave without pay. Fifty- <br />six (56) hour fire personnel accrue one hundred forty -four (144) hours of sick leave per year. <br />Sick leave may be used for personal illness and injuries, for family illness as defined in 10.1, for qualified family <br />medical and parental leave, and for medical, dental, and eye exam office visits (as long as employees get approval <br />from their supervisor in advance of the appointment). If possible, employees should schedule appointments during <br />off -duty hours, particularly if an employee's absence requires substitute staffing to assure adequate service. If <br />employees choose to travel outside the Eugene metropolitan area for a doctor's appointment, the travel time is not <br />covered by sick leave. Sick leave is not allowed for disabilities resulting from employment other than with the City. <br />Sick leave is not allowed for injury or illness that is compensable under Workers' Compensation, unless the <br />employee is receiving time loss benefits and has exhausted the time loss supplement benefit described in Section <br />13.2.2. Once an employee has exhausted the time loss supplement benefit, the employee may use other leave <br />accruals at their discretion (e.g., sick leave, vacation, holiday and comp time) to continue the supplement. During <br />this time, the employee will not accrue additional leave on the unpaid (LWOP) time, but will accrue leave time on <br />the time coded to paid leave. <br />An employee requesting time off due to non - occupational illness or injury must charge the time to his/her sick <br />leave accrual. If an employee has no sick leave time accrued, s/he will be placed on leave without pay unless an <br />exception is granted. Exceptions will be granted for chronic, long -term, or catastrophic illnesses only. If an <br />exception is granted, the employee may use other available accruals for sick leave. <br />Eligibility <br />You begin accumulating sick leave hours when you are hired. <br />Accrual <br />Regular, full -time employees on a 40 -hour work week accrue 96 hours of sick leave each year. Regular part -time <br />employees accrue sick leave on a prorated basis. Fire personnel working 56 hours per week should refer to their <br />labor contract for sick leave accrual information. You will not be compensated for unused sick leave upon <br />termination. <br />How Sick Leave Works APPM Section 10.2.6 (Revised 10121199) <br />Unless otherwise directed by their supervisors, all employees must call their immediate supervisors at or before <br />the start of their normal work shifts. Employees must notify their supervisor, as required, each day they are absent. <br />The only exception is employees who are on extended sick leave, with a doctor's statement of estimated return. <br />Established departmental regulations or bargaining contract language should be followed. Employees are <br />responsible for notifying their supervisors as soon as possible if they become ill and must leave work prior to the <br />end of their shift. <br />Bonus APPM Section 10.2.4 (Revised 08121102) <br />Regular, full -time non - represented employees who use three (3) working days (24 hours) or less of sick leave <br />during a fiscal year will receive eight (8) hours of vacation. Employees who were at the sick leave accrual limit of <br />960 hours during the year, who qualify for the extra vacation bonus and who have a sick leave accrual of at least <br />936 hours at the end of the fiscal year (as of the last pay period ending in June) will receive an additional eight (8) <br />hours of vacation. Part-time employees will receive the extra vacation on a pro -rated basis. <br />Employees must have been employed for the full fiscal year in a regular position and must be on the payroll July 1 <br />to be eligible for the extra vacation bonus. Employees may request to be paid for the extra vacation bonus time <br />during the month of August. Such requests will be considered by the employee's department based on its <br />budgetary and service requirements. <br />Fire /EMS Department employees on a 56 -hour shift who use less than 48 hours of leave in a year will be credited <br />with the equivalent hours of vacation (8 hours times the 1.4 conversion factor). <br />16 <br />
