which is an organized annual fund raising effort that benefits many groups and is <br />handled by payroll deduction. United Way manages this multi - agency effort. Annual, <br />seasonal or other forms of ongoing solicitation requests by charitable and non - profit <br />organizations should be handled through this coordinated structure. Contact the City <br />Manager's office for more information on the United Way campaign. <br />The second avenue happens more informally on an ad hoc basis through co- workers or <br />through a direct request from a charitable or non - profit organization. This may happen <br />by word of mouth, flyers, or through the use of the City's e -mail system. It can take the <br />form of individuals selling raffle tickets, a person signing up donors for a 'Walk/run for <br />charity ", an employee asking for donations for a political campaign or a charitable <br />organization requesting the City put out an e-mail about a fund raising event. Informal <br />requests that involve the use of City resources (computers, phones, faxes, employee <br />time, etc.) must meet all elements in the following set of criteria: <br />• The request must fill some urgent or emergency need. <br />• The request should have a clear connection and /or alignment with City services, <br />Council goals and policies, etc. <br />• The request should have a local focus as the recipient of the effort or resource. <br />• The request or activity is linked to the health, safety or good of the community or <br />City employee. <br />• The request must not violate City policy regarding political activity by employees. <br />It must be approved by a Division Manager or the department Executive <br />Manager. <br />Examples that fit these criteria are the Lane Blood Bank puffing out a request for a rare <br />type of blood or an employee or local agency wanting to put out an e-mail to employees <br />asking for their help in finding food and shelter or paying medical costs for victims of a <br />local disaster. E -mail may not be used to solicit to other public or private organizations. <br />Informal solicitation for charitable and non - profit organizations not meeting all of the <br />above criteria is only appropriate using break, lunch hours or other non -work time and <br />may not include the use of e-mail or other City resources. Examples include political <br />fund raising or selling raffle tickets or candy for a fund raiser. Some employees have <br />formed work teams to take part in the United Way Day of Caring, using vacation or <br />other non -work time.
