City of Eugene
Human Resources
Out of Organization Training Guide
Out of Organization Training Guide
Specialized training is required by many City occupations. If this training is not offered
on the job or through the City's in -house programs, an effort should be made to contract
for this training in the local area when the training is lengthy or a number of employees
could benefit from the training and the contracted training is cost effective. In cases
where this is not possible, employees may acquire skills through out -of- organization
training, conferences, and workshops. Prior approval by the executive director or
his /her designee is required.
Training, professional meetings, and conferences will be limited to functions from which
the City will derive a benefit through the attendance of a representative and for which
budgeted funds are available. Generally, personal development seminars will not be
reimbursed by the City unless a specific business benefit can be demonstrated. City
officials and employees should exercise good judgment, regard for economy, and
recognition of proper use of public monies when selecting training, meetings, or
conferences in connection with City business. Out -of -town training, professional
meetings, and conferences must be approved in advance by the Executive Director or
his /her designee.
If travel to out -of -town or out -of -state training, conferences, meetings or other City
business involves airline travel, frequent flyer miles may be credited to an individual's
personal mileage account. Accrual of frequent flyer miles to an employee's personal
mileage account is considered to be a component of an employee's total compensation
package.
help: / /ceshare /cs/hr /Guides Procedures /Out_of_Organizatlon Training_ C uide.docx
-1- lass Updated 0312812011
