City of Eugene <br />Human Resources <br />Compensation for Travel and Training Guide <br />In many cases, training time is considered hours worked. Training time is compensable <br />unless all of the following guidelines are met: <br />1. Attendance is outside the employee's regular working hours. <br />2. Attendance is voluntary <br />3. The employee does no productive work while attending the training, and <br />4. The training is not directly related to the employee's regular job. <br />Training is "directly related" to the employee's job if it aids the employee in handling his <br />or her present job better, as distinguished from teaching the employee another job or a <br />new or additional job skill. <br />Exceptions <br />Voluntary attendance at an independent school outside of regular hours is not <br />compensable; specialized training required by law by a higher level of government to <br />achieve or maintain certifications is not compensable. <br />Travel Time Compensation. <br />For represented and FLSA covered employees, compensation for travel time depends <br />on the type of travel. <br />Overnight <br />Employees traveling overnight on business must be paid for the time spent in travel <br />during normal working hours even on their non - working days such as Saturday and <br />Sunday.
