Career <br />PURPOSE The purpose of the career development program is to <br />increase the capacity of the City's workforce to deliver <br />service to Eugene's citizens. The goals of the program are <br />to: <br />• allow employees to continuously expand and upgrade <br />their skills; <br />• encourage career mobility through lateral job changes <br />and/or promotion; <br />• offer employees a range of career development <br />resources and opportunities; <br />• create a supportive environment in which employees <br />may explore other positions and supervisors may <br />observe employees' skills, abilities, and potential. , <br />BENEFITS The organization, supervisors, employees, and the public <br />all have a stake in broadening the skill base of City <br />employees. One of the City's operating principles states, <br />"We are flexible and responsive to change, continually <br />learning and improving what we do as an organization." <br />Career development contributes to a flexible, multi- skilled, <br />broadly diverse, and focused work force that can respond <br />to change more quickly in order to meet community <br />priorities, produce a better quality product, and provide <br />more effective service delivery. <br />The City organization gains a more effective workforce by <br />developing the talents and potential of its employees. <br />Supervisors are afforded an opportunity to preview an <br />employee's abilities and potential, and subsequently <br />expand the labor pool for future recruitments. Through <br />the Career Development Assistance Program (CRAP), <br />employees may expand or develop new skills that may lead <br />to increased job satisfaction in their present position or a <br />new position within the organization. <br />The career development program supports the City's <br />Affirmative Action Plan by providing opportunities to <br />protected class employees to gain additional knowledge, <br />skills, and experience. <br />(Mbooldet 11/99) 4 <br />
