Career Develonment Assistance Proeram
1985 Contract negotiations with the AFSCME
union and the City result in agreement to institute a Career
Development Program for AFSCME employees. Shortly
thereafter, a Career Development Program for exempt
employees was created. Within a year these two efforts
merged to form a program for all City employees The
Career Development Committee completed the "Step -by-
Step" handbook, made recommendations for an
educational aid policy, and developed a resource and
opportunities list.
1987 The Career Development Committee and the Affirmative
Action Committee merged to form the Career
Development/.Affirmative Action Committee (CDAAC).
The groups felt that in order to achieve common goals
they should combine their efforts. In 1990, the committee
published the Career Development Program booklet.
The booklet was designed to respond to the need for
guidelines and information about using the program.
1995 A University of Oregon graduate intern conducted an
evaluation of the program. The intern 'surveyed
participants in the program and after analyzing responses
developed several recommendations for the redesigning
the program. Due to state -wide ballot measures and
budget reductions, the City's focus shifted away from
career development resources to offering employee
transition services to downsized employees.
1999 A labor /management committee is formed to review and
revise the program. The committee agreed to retitle the
program the Career Development Assistance Program
and began revising the Career Development Assistance
Program booklet. Plans were developed and implemented
to train managers and supervisors on program components
and to market the program to City employees.
(Mbooklet 11199) 21
