The City of
Eugene shall inform its Federal contracting agency of such convictions within 10 days of
learning about a conviction. Within a reasonable amount of time (usually approximately 30
days), of the City of Eugene being notified of the conviction, appropriate personnel action will
be imposed and/or the employee may be required to participate satisfactorily in a drug abuse
assistance or rehabilitation program.
The City expects employees who are cited for off -duty traffic violations which could lead to the
suspension or loss of a CDL to report this information immediately to their supervisor and
Human Resources so a determination can be made regarding job status and appropriate measures
can be implemented.
All covered employees will receive training regarding the effects and consequences of substance
abuse on personal health and safety, and the work environment. Training will also be provided
regarding the manifestations and behavioral cues indicating substance abuse. The training must
be at least 60 minutes in length.
All supervisors who will be responsible for determining when it is appropriate to administer
reasonable suspicion drug and/or alcohol tests will receive training on the physical, behavioral,
and performance indicators of probable drug use and alcohol misuse. The reasonable suspicion
training must be at least 60 minutes for the alcohol program and 60 minutes for the drug
program.
City of Eugene Page 1 -5 DOT/FMCSA Drug & Alcohol Policy
September 2010 Information Packet
