When a covered employee has been notified he /she will be required to submit to <br />reasonable suspicion drug and/or alcohol testing, he /she must report immediately to <br />the collection site designated by the City. The supervisor will transport the employee <br />for testing. If the supervisor is not available, Med Express will be dispatched to <br />transport and accompany the employee to the collection site. Should an alcohol test <br />be delayed for more than two hours, the reasons for the delay must be documented. <br />The City staff member initiating a reasonable suspicion test will be responsible for <br />documenting the reasons for the suspicion and the facts or circumstances of the <br />incident which precipitated the reasonable suspicion testing. All documents <br />generated in connection with decisions to administer a reasonable suspicion drug <br />and/or alcohol test will be maintained by Human Resources and a copy sent to the <br />DER. <br />2.2.3 Post- accident (382.303) <br />Post - accident drug and alcohol tests required by this policy are in addition to and/or <br />separate from any tests conducted for law enforcement purposes. <br />An alcohol test is required following an accident when:. <br />• A life is lost; <br />• A driver was cited within 8 hours of the accident for a moving traffic violation <br />and the accident involved injury requiring medical treatment away from the <br />scene; OR <br />• A driver was cited within 8 hours of the accident for a moving traffic violation <br />and the accident resulted in the towing of one or more vehicles from the <br />scene (does not include a vehicle towed away at night for convenience for <br />repairs that could otherwise have been completed on -site during daylight hours). <br />Post - accident alcohol testing should be done within 2 hours of the accident. If the <br />test cannot be performed within 2 hours, the reason(s) why the test was not given <br />must be documented. If the test cannot be performed within 8 hours, the test should <br />not be given and the reason(s) why the test could not be given within that time must <br />be documented. <br />A controlled substance testis required when: <br />• A life is lost; <br />• A driver was cited within 32 hours of the accident for a moving traffic violation <br />and the accident involved injury requiring medical treatment away from the <br />scene; OR <br />• A driver was cited within 32 hours of the accident for a moving traffic violation <br />and the accident resulted in the towing of one or more of the vehicles from the <br />scene (does not include a vehicle towed away at night for convenience for <br />repairs that could otherwise have been completed on -site during daylight hours). <br />City of Eugene Page 2 -3 DOT/FMCSA Drug & Alcohol Policy <br />September 2010 Information Packet <br />
