Neighborhood Livability Working Group <br />Reduce impacts of higher density residential and mixed-use development on surrounding uses by <br />considering site, landscape, and architectural design standards or guidelines in local zoning and <br />development regulations. <br />Infill Compatibility Task Team recommendations <br /> <br />Envision Eugene Pillar: Protect, Repair and Enhance Neighborhood Livability <br /> <br /> <br />Costs and Potential Resources <br />A number of these strategies that will require staff analysis and potential revision of the land use code are <br /> <br />not anticipated to add costs to the City. Costs for implementing area planning will be high and take re- <br />prioritization of Planning Division staffing and resources. Refinement and special area plans include <br />extensive research, analysis and public input processes adding to their cost. <br /> <br />Issues to Consider <br />The Planning Division will be the lead on researching and implementing changes to the land use code and <br /> <br />developing area plans. The City Council recently initiated code amendments related to Infill Compatibility <br />Standards, and a couple of the items specifically mentioned above will be addressed through this effort <br />(open space requirements, parking in setbacks). Area planning for the neighborhoods adjacent to the <br />university is slated to begin immediately following local adoption of Envision Eugene. The remaining <br />proposed actions can be addressed as part of the area planning process. <br />Some resistance to these proposals may come from those wanting to continue dense development in the <br /> <br />area under existing rules. <br /> <br />Measuring Effectiveness <br />Quantifying the effectiveness of any one land use strategy is difficult. Considering any one strategy in isolation is <br />unlikely to prove useful. Understanding the impacts of multiple strategies over time via qualitative methods (i.e. <br />feedback from neighborhood residents) could provide insights into how code changes and planning documents <br />have affected livability. <br /> <br /> <br /> <br />40 <br />Page <br /> <br />
