Eugene needed housing density and mix ECONorthwest Page <br />The Department of Land Conservation and Development (DLCD) provides guidance <br />on conducting a housing needs analysis in the document “Planning for Residential <br />Growth: A Workbook for Oregon’s Urban Areas,” referred to as the Workbook. Figure <br />12 <br />C-2 provides a graphic representation of the housing needs analysis process as defined <br />in ORS 197.296 and the Workbook. <br />Figure A-1. Cities are required to demonstrate that its <br />Inventory of residential land. <br />comprehensive plan or regional plan provides sufficient buildable lands within <br />the urban growth boundary established pursuant to statewide planning goals to <br />accommodate estimated housing needs for 20 years (ORS 197.296(2)).
