G.33 Measures to protect, enhance, or alter Class F Streams outside the urban growth <br /> boundary, within the Plan Boundary shall, at a minimum, be consistent with Lane <br /> County's riparian standards. <br /> <br />G.34 New schools within the Plan Boundary shall be built inside the urban growth <br />boundary. <br /> <br />Financing <br /> <br />Findings <br /> <br />41. ORS 197.712(2)(e) states that the project timing and financing provisions of <br /> public facility plans shall not be considered land use decisions. <br /> <br />42. ORS 223.297 and ORS 223.229(1) do not permit the collection of local systems <br /> development charges (SDCs) for fire and emergency medical service facilities and <br /> schools, limiting revenue options for these services. Past attempts to change this <br /> law have been unsuccessful. <br /> <br />43. Service providers in the metropolitan area use SDCs to help fund the following <br /> facilities: <br /> <br /> Springfield: stormwater, wastewater, and transportation; <br /> Willamalane Park and Recreation D/strict: parks; <br /> SUB, Rainbow Water District: water; <br /> Eugene: stormwater, wastewater, parks, and transportation; and, <br /> EWEB: water. <br /> <br />44. Oregon and California timber receipt revenues, a federally-funded source of <br /> county road funds, have declined over the years and their continued decline is <br /> expected. <br /> <br />45. Regular maintenance reduces long term infrastructure costs by preventing the <br /> need for frequent replacement and rehabilitation. ORS 223.297 to 223.314 do not <br /> allow use of SDCs to fund operations and maintenance. <br /> <br />46. The assessment rates of Eugene, Springfield, and Lane County are each different, <br /> creating inequitable financing of some infrastructure improvements in the <br /> metropolitan area. <br /> <br />Policies <br /> <br />G.35 Changes to Pt~bhc Facilities at~d Services Plcm project phasing schedules or <br /> anticipated costs and financing shall be made in accordance with budgeting and <br /> capital improvement program procedures of the affected jurisdiction(s). <br /> <br /> Appendix Aa Page 15 <br /> <br /> <br />
