G.36 Service providers will update capital improvement programming (planning, <br /> programming, and budgeting for service extension) regularly for those portions of <br /> the urban growth boundary where the full range of key urban services and <br /> facilities is not available. <br /> <br />G.37 Require development to pay the cost, as determined by the local jurisdiction, of <br /> extending urban services and facilities. This does not preclude subsidy, where a <br /> development will fulfill goals and recommendations of the Metro Plan and other <br /> applicable plans determined by the local jurisdiction to be of particular <br /> importance or concern. <br /> <br />G.38 Continue to implement a system of user charges, SDCs, and other public <br /> financing tools, where appropriate, to fund operations, maintenance, and <br /> improvement or replacement of obsolete facilities or system expansion. <br /> <br />G.39 Explore other funding mechanisms at the local level to finance operations and <br /> maintenance of public facilities. <br /> <br />G.40 Set wastewater and stormwater fees at a level commensurate with the level of <br /> impact on, or use of, the wastewater or stormwater service. <br /> <br />G.41 The cities and Lane County will continue to cooperate in developing assessment <br /> practices for inter-jurisdictional projects that provide for equitable treatment of <br /> properties, regardless of jurisdiction. <br /> <br />Chapter V Glossary <br /> <br />36. Water: Source, reservoirs, pump stations, and primary distribution <br /> systems. Primary distribution systems are transmission lines 12 inches or <br /> larger for SUB and 24 inches or larger for EWEB. <br /> <br /> b. Wastewater: Primary Collection System: Pump stations and wastewater <br /> lines 24 inches or larger. <br /> <br /> Treatment Facilities System: Water Pollution Control <br /> Facility (WPCF) project, beneficial reuse project and <br /> residuals project necessary to meet wastewater treatment <br /> facilities system design capacities for average flow, peak <br /> flow, biochemical oxygen demand and total suspended <br /> solids so as to provide service within the urban growth <br /> boundary (UGB) for a projected population in 2025 <br /> consistent with the population assumed in this Plan, in <br /> <br /> Appendix Aa Page 16 <br /> <br /> <br />
