Mr. Coyle informed the committee that all of the minutes from their meetings would accompany
the report to the City Council.

Ms. Pierce said that after reading through the whole report, she had the sense that the report in
general sounded a little bit defensive. She said that some themes were repeated throughout the
report and those were the diversity of the group, the difficulty of addressing certain issues, and
for what the report was intended or not intended. Ms. Smith suggested that perhaps one way to
address this would be to put the recommendations at the front of the report and then provide the
background.

Mr. Kahle said that he thought that it would also be helpful to include some of the dead ends that
the committee reached.

Mr. Bowerman said that he would appreciate the draft report being sent to him in a format that
he could manipulate in order to facilitate his making notes in the text.

Mr. Bowerman made a comment on Ms. Pierce's statement that the report seemed defensive. He
said that it was his opinion that the community was very polarized on the issue of economic
development and that the committee did not represent that polarization. He said that the
committee was marginally in the pro-business development end of the spectrum. He said that if
there had been an objective to making recommendations that would be broadly embraced by the
broader segment, there would be fewer tendencies for the report to have a ring of defensiveness.
He said that an overall observation was that he did not think that the committee was comprised
of a representative group of people. He said that would affect the type of product that would
come out of the committee and would affect the durability of the product.

Mr. Re'Voal asked Mr. Bowerman to expand on his comments. Mr. Bowerman said that the
community was not represented on the committee in the same kind of proportional characteristic
as the people that really cared a lot about the future of the community. He said that as a
consequence the committee would produce a document that would be slanted in favor of a
certain perspective that was not representative of that broader sector within the community. Mr.
Re'Voal pushed Mr. Bowerman to be more explicit about who was not represented. Mr.
Bowerman said that he thought that there were a lot of people in the community who cared about
the issues of sustainability and that while those issues were given a lot of"lip service" during
committee deliberations, it had been difficult to actually make recommendations regarding them.
He concluded by saying that advisory committees were not appointed to represent different
constituencies.

Mr. Forbes led members on a page-by-page review of the final report. Members offered
suggestions for revisions and additions to the report, which were recorded by Ms. Fifield.

Page 1

Members agreed to include the exact charge to the committee in the summary.

MINUTES--Mayor's Committee on Economic Development June 28, 2004 Page 7
