Mr. Khale asked that next to the last paragraph on page 1 be rewritten to acknowledge that there <br />were perceptions and there were practices that influence each other and that the committee dealt <br />with both. He said that the paragraph only told half of the story and that while being perceived <br />as a "no-growth" city was deadly for economic development, being perceived as a "go-growth" <br />city would be deadly for other endeavors. <br /> <br />Members agreed to change the word "policies" in the last sentence of the second paragraph to <br />"recommendations." It was agreed to make this change where applicable throughout the <br />document. <br /> <br />Page 2 <br /> <br />Mr. Kahle suggested adding that the committee was looking for things that would have broad <br />public support. Members agreed. <br /> <br />Page 3 <br /> <br />Mr. Kahle suggested that the specific charge to the committee be added to the second paragraph. <br /> <br />Ms. Pierce said that she did not think it was appropriate to have Mr. Khalsa vote on the report <br />when he had not been privy to any of the discussions that led to the final document. Mr. <br />Re'Voal said that he would call and talk with Mr. Khalsa. <br /> <br />Page 4 <br /> <br />Members discussed the feasibility of including background reports with the final report. Mr. <br />Coyle said that the staff could comprise a list of materials and reports and identify where they <br />could be found. The staff was concerned about the amount of material and did not want to <br />"overkill" the council with information. <br /> <br />It was agreed to list the subcommittees that were formed and to add that the subcommittees met <br />and reported back to the larger committee. <br /> <br />Ms. Rygas suggested that the description of the March 8 committee meeting include the <br />information that ECONorthwest presented in its visual aids which defined economic <br />development broadly and then narrowed the focus to tools that affect businesses. Members <br />discussed this with some disagreement as to whether to include it. Some members thought that <br />the committee did discuss the broader welfare issues of economic development and did not want <br />to over-characterize the charge from ECONorthwest. Ms. Rygas said that the narrowing of the <br />focus did impact the discussions the committee had. Mr. Kahle said that it would also explain <br />some of the committee votes.
