MINUTES <br /> <br /> Mayor's Committee on Economic Development <br /> Bascom Room--Eugene Public Library <br /> <br /> July 9, 2004 <br /> 9 a.m. <br /> <br /> PRESENT: <br /> <br />Committee: Kathy Smith, Chair; Tom Bowerman, Marcia Edwards, Don Kahle, Steve Korth, <br /> Gretchen Pierce, Joshua Proudfoot, Rusty Rexius, Jana Rygas, Ellen Teninty, <br /> Craig Wanicheck, members; <br /> <br />Staff: Terry Moore, Anne Fifield, ECONorthwest; Kurt Yeiter, Ann Munroe, Planning <br /> and Development Department. <br /> <br />ABSENT: Bill Goldsmith, Kartar Khalsa, Michael Phinney, Marvin Re'Voal, members. <br /> <br /> 1. Welcome <br /> <br />Ms. Smith called the last scheduled meeting of the Mayor's Committee on Economic <br />Development to order. <br /> <br />Ms. Pierce distributed copies of a document entitled Oregon. We Love Dreamers, which was a <br />comparison of first-year operating ownership costs for hypothetical businesses in Oregon, <br />Illinois, Nevada, Wisconsin, Arizona, and Ohio, and an article from The Oregonian regarding the <br />State's certified industrial sites. <br /> <br /> 2. Voting Procedures <br /> <br />Members discussed the voting procedure to be used for the final report and who would be <br />eligible to vote on the report, noting the 75 percent majority requirement imposed on its final <br />recommendation by the City Council. After discussion, members agreed that former chair Jim <br />Forbes and Mr. Re'Voal would be eligible to vote on the final report. Mr. Goldsmith had asked <br />to abstain from the final vote. Mr. Phinney and Mr. Khalsa would not be eligible to vote as they <br />had not participated in the last few committee meetings. The committee would vote on the final <br />report following review of the final document if time allowed. Ms. Smith summarized that there <br />would now be 14 members voting on the final report. <br /> <br />Mr. Bowerman encouraged staff to make the procedural steps for such committee processes clear <br />at the beginning. <br /> <br />MINUTES--Mayor's Committee on Economic Development July 9, 2004 Page 1 <br /> <br /> <br />
