Ms. Teninty said she was not in favor of no wage criteria. She suggested offering tax incentives for small <br />companies to help them compete. <br /> <br />Mr. Wanichek said that idea would make incentives to not pay people well. <br /> <br />Mr. Braud said larger companies might legally question offering tax incentives on that basis. <br /> <br />Mr. Bowerman said he would vote against the motion because he needed to research the matter more <br />thoroughly. <br /> <br />Mr. Goldsmith stressed the importance of accessibility of smaller businesses to the zone. He said more <br />incentives were needed to get small businesses involved: <br /> <br />Mr. Coyle said there were impediments to vacant land other than redevelopment. He said the market <br />looked to those issues of redevelopment. He said impacts were imbedded in the price of the land. <br /> <br />Ms. Pierce stressed the importance of thinking about the criteha. She suggested looking for an alternative <br />to simply following state guidelines. She suggested an additional meeting to study the matter. <br /> <br />Mr. Wanichek recommended examining the prior set of criteria. He said he was comfortable with the <br />current recommendation but said he would be willing to examine the possibility of adding more criteria to <br />the 4 or 5 year exemptions. <br /> <br /> Ms. Edwards withdrew her motion with the Permission of the second. <br /> <br />Ms. Rygas suggested that those interested should participate with the original subcommittee. There was <br />general consensus. <br /> <br /> Governance Structure <br /> <br />Mr. Kahle said his subcommittee had met the Friday following the last full committee meeting. He said <br />his subcommittee had been unable to come to a consensus on his proposal. <br /> <br />Ms. Rygas said a conversation had been started that needed t~o be ~6ntinued in more depth. <br /> <br />Mr. Wanichek said there had been much of the same discussion that had taken place over enterprise zones. <br /> <br /> Discussion <br /> <br />Mr. Goldsmith said there was lack of a clear direction in Which to move forward. <br /> <br />Mr. Wanichek said he wanted to hear other ideas about what additional criteria were needed. <br /> <br />Ms. Edwards said there was a division among the committee over..whether it was being too restrictive or <br />not restrictive enough <br /> <br />MINUTES--Mayor's Economic Development Committee May 24, 2004 Page 4 <br /> <br /> <br />
