Mr. Kahle said there was also a division over whether the committee was being too prescriptive or not <br />prescriptive enough. <br /> <br />Mr. Forbes said he wanted the committee to find areas were it was unified. <br /> <br />V. ISSUES AND POLICIES <br /> Summary of Committee's Responses <br /> <br />Ms. Fifield said there had been a lot of agreement on issues among the committee on economic <br />development issues. She outlined the responses she had received from the committee members. She noted <br />that there was less agreement among policies. She outlined the responses contained in the meeting packet. <br /> <br /> Discussion of Results <br /> <br />Mr. Forbes stressed the importance of working together. <br /> <br /> Mr. Bowerman, seconded by Ms. Rygas, moved to adopt bullet number one under <br /> 'Development Code policies.' <br /> <br /> The motion died for lack of a second. <br /> <br />Mr. Bowerman said the current development code had specific rules that had to be adhered to. He said <br />there was no way to find alternatives to the current code because its language was so specific. <br /> <br />Ms. Pierce said she had found the development code policies very valuable as a set of guiding principals. <br />She recommended adopting the bulleted items as guiding principles.. <br /> <br />Mr. Coyle said that level of direction would be too much. 'He said irying to catch too many things in the <br />zoning code would make it too restrictive. He recommended using the principles outlined by Susan Muir <br />in the memo that was distributed to the committee membe{s. <br /> <br />Ms. Rygas raised concern that the guiding principles for the code wer, e not proscriptive enough. <br /> <br />Mr. Bowerman said two additional criteria of what the code should be were legality and fairness. He <br />stressed the importance of adding fairness. <br /> <br /> Mr. Bowerman, seconded by Mr. Goldsmith, moved that a recommendation be <br /> given to the City Council to explore the use of a performance based code. <br /> <br />Mr. Coyle said he would not recommend a performance based code. 'He said the code would be revisited <br />at the two year point. He said a performance based approach would be an 'add on' that staff was not ready <br />for.
