Mr. Rexius said that after rethinking the Enterprise Zone in terms of job creation, he was <br />uncomfortable with the recommendation to exclude greenfields because he said that greenfield <br />development would probably create the most jobs with the highest pay. He said that perhaps <br />there could be some restrictions on greenfield development, but that it should not be eliminated. <br /> <br />Mr. Korth said that he thought that the committee was "spinning its' wheels" a little on the <br />criteria because the City could not apply for an Enterprise Zone for a couple of years and <br />decisions would be made at the council level. He said that the committee did not have the time <br />to craft something that was perfect particularly for a proposal that was a couple of years out and <br />would be decided by other people. He added that he thought that it would be best to recommend <br />a direction to the City Council. <br /> <br />Ms. Teninty suggested that the section, titled Context for Recommendations, in the final report <br />include a statement that the committee recommended that all economic development tools would <br />work to address the following concerns described in that section: family wages, sustainability, <br />and business climate. She said that this would allow her to vote for an Enterprise Zone without <br />being really specific. <br /> <br />Ms. Rygas agreed adding that she could say "yes" to the concept on an Enterprise Zone without <br />all the details in place as long as there was a certainty that public dollar debate would go toward <br />raising median wage and toward responsible environmental practices. She reminded members <br />that early in the committee process, several speakers had said that a tax program was just a part <br />of what would bring businesses to Eugene. <br /> <br />Mr. Forbes asked for a vote on the motion. <br /> <br /> The motion passed, 9:3, with Ms. Teninty, Mr. Rygas, and Mr. <br /> Bowerman in opposition. <br /> <br />Ms. Smith suggested embellishing the motion to approve an Enterprise Zone by adding an <br />incentive for brownfield development at 100 percent and an incentive for Greenfield <br />development at 66 percent and including criteria about wages and benefits. She said that this <br />would address some of the sustainability issues, would put the emphasis on wages, would not <br />define criteria specifically, and would move the idea of an Enterprise Zone forward. <br /> <br />Mr. Forbes suggested having a general discussion about boundaries. Ms. Rygas pointed out that <br />there were three types of areas: true brownfields, places that were infrastructure ready but were <br />not quite classified as greenfields, and the true greenfields. <br /> <br />Mr. Forbes asked for any questions or comments about the staff recommendations about <br />boundaries. <br /> <br />Mr. Wanichek said that he supported Ms. Smith's suggestion. <br /> <br />MINUTES--Mayor's Committee on Economic Development June 28, 2004 Page 4 <br /> <br /> <br />
