In response to a question from Ms. Rygas, Mr. Braud said that the staff would need more time to <br /> analyze each site. He said that the only large greenfield site was Awbry Meadows. He estimated <br /> that 75 percent of the sites were already developed or underdeveloped. He repeated that the only <br /> major greenfield sites, either served or unserved, were the Awbry Meadows property, the Willow <br /> Creek area, and the Greenhill Technology Park and that the rest of the sites were either <br /> developed or would be considered brownfield/infill property. <br /> <br />In response to a question from Ms. Rygas about using Beltline Road as the boundary, Mr. Braud <br />said that the Beltline Road boundary was just not well thought out at this point. <br /> <br />Mr. Kahle said that it would be wonderful if the committee could send the message that it <br />approved creating an Enterprise Zone by 75 percent, and then with added conditions it approved <br />the idea 100 percent. <br /> <br /> Ms. Smith, seconded by Mr. Kahle, moved to recommend that <br /> businesses that develop on brownfield sites receive 100 percent of <br /> the incentive and that businesses that develop on greenfield sites <br /> receive 66.6 percent of the incentive with the opportunity to earn <br /> more related to the following items listed in the memorandum: <br /> attractive wages, employee benefits, job training and advancement <br /> opportunities, and job retention; and that boundary option A or B, <br /> as described in the memorandum, be adopted. <br /> <br /> Mr. Korth made a friendly amendment to adopt boundary option B <br /> as recommended by staff. Ms. Smith and Mr. Kahle accepted the <br /> amendment. <br /> <br />Mr. Wanichek said that he thought this was a good compromise. He added that he knew that a <br />tax incentive did make a difference in businesses decisions about where to locate. He said that <br />the compromise on the greenfield sites would make a difference and would attract companies <br />that would want to locate in Eugene because it was a little different and was concerned about the <br />quality of life. <br /> <br />Ms. Teninty asked if the subcommittee would define "attractive wages." Mr. Forbes said that <br />would be the responsibility of the City Council. <br /> <br />Ms. Rygas said that she liked the spirit of the compromise but expressed concern that the motion <br />did not ask for enough. She recommended amending the motion to include some minimum level <br />of job criteria for brownfield development and a ladder for greenfield development. She said <br />that while she agreed that the recommendation to the council should not be too detailed, she <br />wanted to create incentives that would raise the median wage in Eugene. <br /> <br />Ms. Pierce said that she did not think that even a 100 percent three-year tax exemption for <br />development on a brownfield would cover the cost of the clean-up of the site and that therefore, <br /> <br />MINUTES--Mayor's Committee on Economic Development June 28, 2004 Page 5 <br /> <br /> <br />
