The motion to adopt Council Bill 4616 was adopted unanimously, 7:0, and became ordinance 20086. <br /> <br /> <br /> IV. PUBLIC HEARING: RESOLUTION CONCERNING CITY OF EUGENE SUPPLEMENTAL BUDGET #3 <br /> <br />Ms. Elmer announced that the council was scheduled to hold a public hearing on Supplemental Budget #3 which would make appropriations <br />for fiscal year 1996-97. She reviewed a summary of proposed changes distributed with the agenda of the meeting. She said the <br />supplemental budget did not authorize any increased levy of taxes and most involved recognition of program revenue and a corresponding <br />increase in operating appropriations. <br /> <br />Mayor Torrey determined councilors had no questions regarding the supplemental budget proposal. <br /> <br />Mayor Torrey opened the public hearing. <br /> <br />There being no requests to speak, Mayor Torrey closed the public hearing. <br /> <br />Ms. Elmer stated that the council would consider Resolution 4522 relating to the City’s Supplemental Budget. <br /> <br />Res. No. 4522--A resolution adopting a Supplemental Budget: making appropriations for the City of Eugene for the Fiscal Year <br />beginning July 1, 1996, and ending June 30, 1997. <br /> <br />Mr. Farr moved, seconded by Ms. Nathanson that Resolution 4522 be approved. The motion was adopted <br />unanimously, 7:0. <br /> <br /> <br /> V. PUBLIC HEARING: RESOLUTIONS CONCERNING FY98 CITY OF EUGENE BUDGET AND FY98 STATE REVENUE <br />SHARING <br /> <br />Ms. Elmer announced that the council was scheduled to hold a public hearing on the budget, making appropriations, determining, levying and <br />categorizing the annual ad valorem property tax for the City for fiscal year 1997-98. <br /> <br />Mayor Torrey determined councilors had no questions regarding the budget proposal. <br /> <br />Mayor Torrey opened the public hearing. <br /> <br />Charles Aylworth, 3415 Bell Avenue, stated that he had been involved in advocacy for funding of community access television in Eugene for ten <br />years. He said he believed staff distorted public support for the service by characterizing it as a “small, but vocal minority” and <br />under-reporting the number of persons involved. He said he did not understand why community access television was regularly targeted for <br />elimination and encouraged councilors to recognize its value. He said the City should stop violating its franchise agreement and increase <br />funding for community access television. <br /> <br />Misha Seymour, 1313 Lincoln #306, stated that he agreed with the opinions of Mr. Aylworth. He said that the demonstration on June 1, <br />1997, illustrated the failure of community oriented policing in Eugene.
