He objected to the lack of public restroom facilities on 13th Avenue and suggested that a City Budget be adopted which would be <br />helpful to all citizens, and eliminate the Rapid Deployment Unit and community oriented policing. <br /> <br />Robert B. Clark, 2485 “E” Street, Springfield, stated that he was Operations Coordinator for Eugene community access television. He said he <br />was disappointed that testimony in support of the service in 1993 did not convince the council of its value. He said he did not trust the <br />Metropolitan Policy Committee to appropriately decide issues related to community access television and requested that representatives of the <br />Coalition to Rebuild Community Television participate in its deliberations. <br /> <br />David Owen, 580 West 27th Avenue, Eugene, and 45 North 3rd Street, Creswell, stated that his post-secondary education had been in <br />philosophy and theology and he was trained to seek the best in all persons. He said he believed members of the City Council and Lane Board <br />of County Commissioners were good people and could resolve issues regarding community access television. He said he did not believe <br />Metro Television Manager Robert Lewis’s observation that a “volunteer system (for community access television) would not work” and said <br />that Mr. Lewis was only concerned about saving his own job. <br /> <br />M.G. Laubach, 184 East 26th Avenue, stated that he was owner of Third Eye Video Productions and would like to be included in decisions about <br />the health of community access television in Eugene. <br /> <br />David Raymond, 3415 Hyacinth, stated that he did not believe members of the City Council fully realized the value of community access <br />television because they had not received accurate information. He said he did not believe it was acceptable for Lane Council of Governments <br />(LCOG) to operate the service and that he was unsatisfied with the work of Robert Lewis. <br /> <br />Steve Swanson, 4910 West Cone, stated that he was a member of the board of directors of Eugene Public Access Community Television and <br />that he hoped the council would increase financial support to public access programing. <br /> <br />Melody Chord, 2774 Potter Street, stated that she believed the actions of the Council Committee on Measure 50 showed increased support for <br />community access television was possible. She encouraged the council to include a representative of the Coalition to Rebuild Community <br />Television in deliberations of the Metropolitan Policy Committee regarding public access television. <br /> <br />Carol Feinberg-McBrian, 1895 West 15th Avenue, stated that she was a mother, substitute teacher, and a communications instructor at Lane <br />Community College. She said she had learned that listening to those involved in an issue was an important asset. She described her <br />involvement in a Federal demonstration and recommended that the council work with those committed to community access television. <br /> <br />Anne Sheridan, 87365 Greenhill Road, described her work with community access television. She recommended that volunteers in the <br />program be involved in decisions made about its funding. <br /> <br />Robert Mueller, 2571 Wildwood, Veneta, invited members of the City Council to the production facilities of Eugene Public Access Community <br />Television and suggested that those involved in its operation should have a voice as the Metropolitan Policy Committee makes decisions <br />regarding its funding. <br /> <br />Kurt Jensen, 591 Laurel Street, stated that he was a camera operator at City Council Meetings. He reported on the valuable experience he <br />received as a volunteer for Eugene Public Access Community Television.
