ADMINISTRATIVE ORDER NO. 58-10-17 <br />of the <br />Traffic Engineer of the City of Eugene <br />EXPANDING THE BOUNDARIES OF RESIDENTIAL PERMIT <br />PARKING ZONE A IN THE SOUTH UNIVERSITY NEIGHBORHOOD <br />ASSOCIATION (SUNA) AREA; RESTATING AND RATIFYING THE <br />AREAS PREVIOUSLY INCLUDED IN THE SUNA RESIDENTIAL <br />PERMIT PARKING PROGRAM; REPEALING PREVIOUSLY ADOPTED <br />ADMINISTRATIVE ACTIONS REGARDING THE SUNA RESIDENTIAL <br />PERMIT PARKING ZONE A; AND PROVIDNG A SEVERABILITY <br />CLAUSE. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. Section 2.019 of the Eugene Code, 1971 (EC) authorizes the City Manager or the <br />Manager's designee to adopt rules deemed necessary for the administration and enforcement of <br />provisions of the Eugene Code. In addition, EC 5.040 authorizes the City Manager or the <br />Manager's designee to take administrative action establishing parking area time limitations, <br />including the form of permissible parking and imposing conditions upon which the streets and <br />other public property may be used for parking. <br />B. Pursuant to the above - authority, the City Manager adopted Administrative Order <br />No. 58- 92 -07, adopting Residential Permit Parking Zone Regulations, Administrative Rule R- <br />5.040. <br />C. Administrative Rule R- 5.040 -C provides that the Traffic Engineer may establish a <br />residential permit parking zone upon the application by an owner /residential or, in an area for <br />which no owner /resident application has been received, provided that: (a) establishment of the <br />zone is necessary in order to meet the objectives of the policies set forth herein; (b) the proposal <br />would meet the criteria for approval set forth in R- 5.040 -F had an application been submitted; <br />and, (c) failure to establish a zone would create a hardship for residents in the area or contribute <br />to traffic congestion in the area. <br />D. In 1991 the Traffic Engineer established residential permit parking Zone A for <br />property located within the South University Neighborhood Association (SUNA). Through <br />subsequent administrative orders adopted by the Traffic Engineer, the Zone A residential permit <br />parking designation was expanded throughout the SUNA area. Approximately twenty <br />administrative orders collectively establish the current boundaries of the SUNA residential <br />permit parking Zone A. <br />Administrative Order -- Page 1 of 3 <br />
