E. In accordance with Administrative Rule R- 5.040 -C, expanding the existing <br />boundaries of the SUNA residential permit parking Zone A is necessary to meet the objectives of <br />the policies set forth in Administrative Rule R -5.040 and meets the criteria for approval set forth <br />in R- 5.040 -F. Failure to establish the zone would create a hardship for the area's residents and <br />would contribute to traffic congestion in the area. <br />F. As a means of consolidating the previously- issued administrative orders regarding <br />the SUNA residential permit parking program, the SUNA properties previously designated as <br />residential permit parking Zone A are set forth in this administrative order, together with the <br />expanded boundaries established by this order. <br />On the basis of these findings, I order that: <br />1.
