<br />IV.ContinuedDiscussionofFundingLevelandSources <br />Mr.Fernandezreferredtothedraftstaffrecommendationfoundonpage29ofthemeeting <br />packetproposalasthetopicofdiscussionforthemeeting. <br />Mr.Fernandezalsoreferredthecommitteetoinformationaboutthefundingsourcesincluded <br />asattachmentstothemeetingpacket:1)amemorandumdatedOctober22,2009,tothe <br />ystLarryHillentitledPreviously <br />MeetingtheChallengeTaskForcefromSeniorFinancialAnal <br />IdentifiedGeneralFundRevenueAlternatives;2)AppendixH,FundingAlternativesfor <br />TransportationSystemNeeds;3)adocumententitledFundingSourcesusedbyOtherHuman <br />ServiceProviders;4)adocumententitled199596UtilityConsumptionTax,whichsummarized <br />BallotMeasure2054;and5)adocumententitledRiverfrontUrbanRenewalDistrict <br />Information. <br />Committeemembersdiscussedthepotentialthatitsrecommendationswouldbereferredto <br />theballot.Mr.Pryorsuggestedthecommitteeconsidertakingtwoapproaches,onethat <br />involvedrevenuesourcesthatcouldbeimposedbythecouncilimmediatelyandwouldbe <br />acceptabletothepublicbecauseofthelogicalnexusbetweensourceandservice,andonethat <br />allowedthepublictodecide.Ms.Cutsogeorgeremindedthecommitteethatonlyaproperty <br />taxincreaserequiredapublicvote;theotherrevenuesourcescouldbereferredtothevotersif <br />thecouncilchosetodoso. <br />Ms.OrtizwantedtoknowwhattheCityplannedtodowiththemoneyintheRiverfrontUrban <br />RenewalDistrict.ShepreferredtoreturnthatmoneytotheGeneralFundratherthanaskthe <br />votersformoremoney.Ms.CutsogeorgereportedthatthedistrictpaidforCityparticipationin <br />planningeffortsrelatedtocourthousedistrictandWalnutStation.Ifthecommitteechoseto <br />terminatethedistrict,theCitywouldhavetodecidewhetherandhowitwantedtocontinue <br />thatparticipation. <br />Mr.Pryorsuggestedthecommitteeidentifyatargetforfundingandbuildtherevenuestream <br />onerevenuesourceatatime.ThecommitteecouldproposeterminatingtheRiverfrontUrban <br />RenewalDistrict,whichwouldrealize$300,000,aswellastherevenuerealizedthroughautility <br />feeorcommunityimpactfee.Thatwouldhelpcreatestablefundingaswellasindicateto <br />potentialpartnerstheŝƚLJ͛Ɛwillingnesstoparticipateinalargersolution. <br />Mr.Fernandezproposedthatthecommitteediscusstheprosandconsoftheoptionswitha <br />focusonwhatcouldbeimplementedimmediately,whatwasrealistic,andwhatwasvoter <br />basedasopposedtocouncilinitiated.Hecreatedachartonthewhiteboardtorecordthepros <br />andconsdiscussion. <br /> <br />
