<br />ZŝǀĞƌĨƌŽŶƚhƌďĂŶZĞŶĞǁĂůŝƐƚƌŝĐƚ <br />Mr.Pryorsaidthatterminationofthedistrictwouldbeimmediate,realistic,andwaswithinthe <br />ŝƚLJ͛Ɛpurview.SomepeoplewouldbeunhappythattheCitywouldloseplanningcapacity.No <br />publicvotewasneeded,andthedistrictrepresentedanexistingCityresource. <br />ZĞƐƚĂƵƌĂŶƚƚĂdž <br />ranttaxwasnota <br />Therewasgeneralagreementamongcommitteemembersthatarestau <br />realisticoption. <br />hƚŝůŝƚLJĐŽŶƐƵŵƉƚŝŽŶƚĂdž <br />Ms.OrtizbelievedthefacttheCitywouldhavetodependuponEWEBforbillingforthetax <br />representedachallenge.Shealsopointedoutthatdifferingservicelevelsacrossthe <br />communitycouldleadtochargesofinequity.Whileshewaswillingtodiscussit,shebelieved <br />suchataxwouldbereferredandwouldfacewideopposition. <br />Ms.Cutsogeorgereportedthataonepercentutilityconsumptiontaxwouldyieldabout$1.2 <br />million. <br />Mr.Farrbelievedanargumentagainstthefeewasthatithadalreadybeendefeatedatthe <br />gumentinfavorofthefeewasthatitwasbroadbased. <br />polls.Anar <br />Committeemembersagreedsuchafeecouldbeimplementedimmediatelyandwasrealistic.A <br />votewasnotrequired.Mr.Pryorsuggestedanotherbenefitoftheutilityconsumptiontaxwas <br />thatnoonewasexemptedfromthetax. <br />WƵďůŝĐ^ĞƌǀŝĐĞ&ĞĞ <br />Thecommitteeagreedabenefitofsuchafeewasthatitwasbroadbased.Ms.Cutsogeorge <br />notedthatsuchafeecouldyield$700,000annually,assumingaflatfeeof$1onallresidential <br />unitsregardlessofunittype.Shealsonotedthatthefeeincludedthesamebillingchallenge <br />mentionedearlierbyMs.Ortiz.Sheconfirmed,inresponsetoaquestionfromMs.Ortiz,that <br />thefeewouldbeappliedtohousingunitsunderthemanagementoftheUniversityofOregon. <br />Mr.Farrbelievedsuchafeewouldfacebroadopposition. <br />Thecommitteeagreedthatthefactthefeewasnewtothecommunitycouldbeconsidereda <br />disadvantage.Thecommitteealsoagreedthatsuchafeewouldbebroadbased,couldbe <br />implementedimmediatelywithoutapublicvote,andwasasrealisticasanyotherrevenue <br />sourceunderconsideration. <br />
