<br />Ms.CutsogeorgeclarifiedthattheŝƚLJ͛Ɛbaseallocationwasslightlymorethan$1millionand <br />theaddonstotaledabout$150,000,allofwhichcamefromtheGeneralFund.Anynew <br />revenuesourcecouldfreeupmoneyintheGeneralFundorhelpreducethedeficit. <br />Mr.FarrbelievedthatareductionintheGeneralFundcontributionwasaseparate <br />conversation.Hepreferredtoconsidernewrevenuesasanadditiontotheexisting <br />contribution.Mr.Pryoragreed.Hewantedtoguaranteethecurrentcontribution.Hepointed <br />outtheCitycouldterminatethedistrictandimmediatelyadd$300,000tothecontributionto <br />achievestablefunding.Autilityconsumptionfeeat.5percentwouldraiseanadditional <br />$500,000andbringthecontributionuptonearly$2million. <br />Ms.Hammittencouragedthecommitteetoconsidertheissueinthecontextofothertax <br />relatedinitiativesbeingconsideredandtheĐŽƵŶĐŝů͛Ɛgoals.Shesuggestedthatthecouncil <br />couldinventoryandprioritizeallCityservices.Ms.Cutsogeorgeremindedthecommitteethat <br />theCitywasfacinga$6millionreductionintheGeneralFundoverthenextcoupleofyears, <br />andanewrevenuesourcemightbeawaytohelpoffsetthosereductions. <br />RespondingtoasuggestionfromMr.PryorthatMs.ƵƚƐŽŐĞŽƌŐĞ͛Ɛremarksimpliedthatthe <br />Citycouldnotguaranteeitsbasehumanservicesfunding,Ms.Hammittsaidnodecisionshad <br />beenmadeinthatregard.However,shebelievedthattheCitywouldneedtolookoutsidethe <br />ŽƌŐĂŶŝnjĂƚŝŽŶ͛Ɛresourcesandworkwithitspartnerstomaintainadequatefundinglevelsfor <br />humanservices. <br />Mr.Farrexpressedadesireforadedicatedandsecuredrevenuestreamtofundhuman <br />services. <br />Thecommitteethendiscusseditspreferredfundingtargetandwhatserviceswereincludedin <br />thetarget. <br />Mr.PryordidnotwanttomakeupthefundinggapbyusingGeneralFundmoneyorerode <br />existinghumanservicesfundingtopayforsomethingelse.Hewasinterestedinastable <br />fundingsourceatwhateverlevelthecouncilchose.Thenthecouncilcoulddiscusswhatit <br />coulddotosupplementthatfundingtoreachalevelthatreflectedpastonetimeoremergency <br />allocationsthatcouldnotbesustainedovertime. <br />Mr.Farrwantedtoeliminatetheinstabilityofonetimefundingandaddtothetotalamount. <br />Mr.Pryorsharedthatgoalbutpositedthepossibilitythecommitteemighthavetorevisit <br />currentfundinglevels.Mr.Farrdidnotwantto. <br />RespondingtoaquestionfromMs.Ortiz,Ms.Hammittsaidshehadinterpretedthe <br />ĐŽŵŵŝƚƚĞĞ͛ƐchargeasfindingwaystofundtheŝƚLJ͛Ɛentirehumanservicescontribution, <br />includingstabilizingwhattheCitywasdoingnow. <br />
