<br />WƌŽƉĞƌƚLJƚĂdžĞƐ <br />Thecommitteeagreedthatthedisadvantagesofapropertytaxincreaseincludedthe <br />compressionfactorandthefactitwouldbedifficulttopassapropertytaxincrease.They <br />notedthattheCitywasplanningotherpropertytaxitemsontheballot,suchastherecently <br />discussedrenewalofthestreetbondsin2012.Committeemembersconcludedthataproperty <br />taxincreasewasnotarealisticoption. <br />V.DiscussionofTimingandCoordinationIssues <br />Thecommitteediscussedthepossibletimingforimplementingthevariousoptionsunder <br />considerationandtheneedforcoordinationwithotherefforts,suchastheAmbulance <br />Transportfundingissue,parksoperationsandmaintenance,andafuturestreetbond. <br />Ms.OrtizindicatedthatalloptionswerestillonthetableinregardtotheAmbulanceTransport <br />fundingissue.Sheanticipatedthecouncilwoulddiscusstheproblembeforeinvolvingother <br />jurisdictions. <br />Ms.Cutsogeorgenotedthatthereisadoublemajorityrequirementforpropertytaxmeasures <br />thoseontheballotinMayandNovember. <br />except <br />Mr.Fernandezdeterminedthatthecommitteewascomfortabledroppingarestauranttaxfrom <br />thelistandfocusingonautilityconsumptiontaxorpublicservicefeeandterminationofthe <br />RiverfrontUrbanRenewalDistrict.Thecommitteefurtheragreedthatwhileapropertytax <br />increasemightfacecompetitionfromotherballotmeasures,itcouldbeafuturefunding <br />source.Mr.PryorobservedthatKingCountyinWashingtonStatehadapprovedapropertytax <br />increaseforveteransandhumanservices.Heanticipatedthatanyfuturepropertytaxmeasure <br />wouldhavetobetargetedinsuchaway,andsuggesteditcouldbeimplementedin <br />combinationwithoneoftheotherrevenuesourcesunderconsideration. <br />Ms.Ortizindicatedherpreferenceforautilityconsumptionfeeoverapublicservicesfeebut <br />saidshewaswillingtolookatallthedata. <br />Ms.CutsogeorgesaidtheŝƚLJ͛Ɛcontributiontohumanservicesincludedbothitsfundingforthe <br />HumanServicesCommissionanditsowndirectcontractsforservices,suchasCAHOOTS.She <br />hadnotassumedthat100percentofanynewrevenuewouldbedirectedtotheHSCbut <br />wantedtoconfirmthatwiththecommittee.Mr.Pryorsaidthecommitteeneededto <br />determinewhetherthenewrevenuewouldentirelyreplaceexistingfunding,withaneteffect <br />ofzero,orwasthecommitteetryingtoenhancethatamount.Hehadassumedthebaselevel <br />of$1.3millionwouldcontinueandanythingthecommitteecouldaddtothatwouldbein <br />additiontothatamountoratleastanoffsettoagreaterdegreethanzero.Hewashopingfor <br />somethingoverthecurrent$1.3million. <br /> <br />
