<br />Background <br />TheCityCouncilSubcommitteeonHumanServiceFundingwascreatedduringtheBudget <br />CommitteemeetingsinMayof2011. <br />ThechargeoftheSubcommitteewastoexploreoptionstosecureanincreasedlevelofstable <br />andlongtermfundingforhumanservicesinthecommunity.TheSubcommitteewascharged <br />withproducingareporttothefullCityCouncilthatrecommendedalevelofinvestmentin <br />fundingforhumanservicesandanongoingfundingsourceadequatetocovertherecommend <br />edservicelevel.ItshouldbenotedthattheSubcommitteedidnotconsiderwhichagencies <br />shouldbefundedorthefundinglevelforindividualagencies. <br />AspartofthisSubcommittee,membersreviewedcurrentCityfundinglevelsforhumanservices <br />anddeterminedastablefundinglevelintothefuture.Membersconsideredregionalaspectsof <br />thisissueandlookedatvariousfundingmechanismsincludingrepurposingexistingfundingas <br />wellasnewrevenuesources.Additionalconsiderationwasgiventohowhumanservicefund <br />ingalignswithotherfundingdiscussionsandunmetCityneeds,suchasambulancetransport <br />funding,parksandrecreationoperations&maintenanceandotheritemsshownintheMulti <br />YearFinancialPlan. <br />TheSubcommitteeconsistedoffourCityCouncilors: <br />GeorgeBrown <br />PatFarr <br />AndreaOrtiz <br />ChrisPryor <br />TheSubcommitteemetfourtimesoverthecourseoftwomonthsfortheirdiscussions.Aspart <br />oftheirprocess,theSubcommitteereceivedpubliccommenttoinformtheirconversation. <br />Theirproceedingswerecapturedintheminutes,whichareincludedasappendicestothis <br />report. <br /> <br />
