<br />Recommendations <br />Anydiscussionofhumanserviceneedsand/orfundingincludesanumberofcomplicatedand <br />interrelateddynamics.TheSubcommitteediscussedthetypesofhumanservicesfundedin <br />ourcommunity,thedesiredoutcomes,thegeographicareathatwouldbefocusedon,and <br />fundinglevels.Eachofthesedimensionscouldbeviewedalongacontinuumthatrunsfrom <br />moreconcreteresultsoverwhichtheCityhasmorecontrolandwhichcouldbeimplemented <br />morequicklytomoreconceptualresultsoverwhichtheCityhaslesscontrolandwhichwould <br />takemoretimetoaddress. <br />TheSubcommitteedetermineditshouldfocusitseffortsonbothendsofthecontinuum, <br />throughatwophasedstrategy.ThefirstphasewouldstabilizeandincreaseCityofEugene <br />fundingforhumanservicesinthenearterm.Thiswouldbeastrategythatwouldbeunderthe <br />ŝƚLJ͛Ɛcontrolandwhichcouldbeimplementedmorequickly,butwouldnotlikelyachieve <br />everythingthatthecommunityandCouncilmightwantintermsofhumanserviceoutcomes. <br />Thesecondphasewouldbeacommunitywideconversationabouthumanservicefunding <br />levelsandoutcomes.Thesecondphasewouldbealongerterm,interjurisdictional <br />conversation. <br />Phase1CityofEugenenewfundinginthenearterm <br />LevelandPurposeofFunding:Initialfocusofrevenuediscussionshouldbeonstabilizing <br />humanservicefundingandaddingtotheŝƚLJ͛ƐexistingHumanServicesCommission(HSC) <br />payment.Thedesiredleveloffundingwouldbeapproximately$2million,asfollows: <br />Existing$1,035,000paymenttoHSCfromtheGeneralFund <br />Existing$350,000paymenttoHSCfromCDBGFunds <br />AdditionalpaymenttoHSCforotheroutcomestobedetermined <br />CityofEugenerevenueshortfallreserveand/orcontingencyfundforemergingneeds <br />TheamountsoftheadditionalpaymenttoHSCandtheCityofEugenerevenueshortfallreserve <br />orcontingencyfundwerenotspecifiedbytheSubcommittee.Thisleveloffundingwouldallow <br />fortheHSCstabilizationpaymentsthathavebeenidentifiedonaonetimebasisattheBudget <br />Committeetobemadeongoing,plussomeadditionalongoingfunding. <br />ItshouldalsobenotedthattheSubcommitteerecognizesthatthisnewfundingisjustonepart <br />oftheoverallCityofEugenebudgetforhumanservices.TheSubcommitteeunderstandsthat <br />fundingforotherhumanservicesincludedintheŝƚLJ͛Ɛbudgetareatriskforbeingreduceddue <br />tobudgetpressuresinthefuture.Theseinclude: <br />Existing$1,035,000fromtheGeneralFund <br />Existing$350,000fromCDBGFundsforHSCpayment <br />Directcontractswithagencies,includingtheCAHOOTScontractforservicesfortwovans <br />andonebackupvan,andhomelesscampingcontractwithSt.VincentdePaul. <br />AffordablehousingcapitalprogramfundedwithCDBGdollars <br />CommunityhousingandsecuritydepositassistancefundedwithHOMEdollars <br /> <br />
