Attachment A <br />Rental Housing Code Staff Report – April 18, 2012 <br /> <br /> <br />3.That staff develop an online system that would enable the public to access details about <br />complaints. Corvallis has such a system. Copies of the complaint, of any <br />correspondence, of the log of activity regarding a complaint, and inspection reports and <br />pictures would all be accessible. <br /> <br /> <br />4.That staff make more information available on line to explain the program (and cut time <br />devoted to answering questions on the phone). Ideas are a FAQ about the program, <br />some explanation of tenant and landlord responsibilities related to items in the housing <br />code, and more explanation of the process for filing a complaint. <br /> <br /> <br />5.That staff explore more ways to increase outreach and education, both to landlords and <br />to hard-to-reach tenants, such as illegal aliens. <br /> <br /> <br />6.That staff explore outsourcing portions of the program. In particular, billing is expensive <br />and could possibly be done cheaper by a private vendor. <br /> <br /> <br />7.That City Council ask the Housing Policy Board to form a permanent committee that <br />would meet regularly (perhaps quarterly) with staff. The committee would include <br />representatives of those affected: landlords and tenants. The Board would strive to <br />ensure membership on the committee is balanced. The charge to the committee would be <br />to: <br /> <br />a.Review costs of the program (staffing, numbers of calls, nature of complaints, <br />number of complaints, and order to correct); <br /> <br />b.review other non-financial concerns about the program; <br /> <br />c.review major complaints; any that resulted in orders to correct or fines; <br /> <br />d.review a sample of complaints, to ensure they are being handled correctly; <br /> <br />e.review – at the discretion of the committee – a complaint or correction order that <br />is contested by the landlord; <br /> <br />f.Submit a report annually on the working of the program to City Council. <br /> <br /> <br />8.That the City Council extend the sunset provision in the ordinance for an additional four <br />years (to fall of 2016). <br /> <br />Housing Policy Board Membership <br /> J.
