<br />comments. Written comments submitted through April 16 are available in a binder in the council office. <br />(Six new comments were added since the April 9 work session.) The applicant attended two Downtown <br />Neighborhood Association (DNA) meetings (January 25 and March 26). A letter from the DNA is <br />included in Attachment H, which indicates support for the project with stated reservations and <br />recommendations. <br /> <br />The City, several neighborhood associations, and other organizations conducted additional public <br />engagement: <br /> <br />City Club on March 11 at Cozmic Pizza <br />o <br /> <br />Jefferson Westside Neighborhood association on March 13 at the Vets’ Club <br />o <br /> <br />City Open House on March 14 at the Atrium Building <br />o <br /> <br />Sustainability Commission reviewed the project on April 4 and plans to submit a letter to council <br />o <br />before the April 25 work session <br /> <br />Timing <br />This application was submitted on January 24, 2012. If the council has not acted in 180 days, the <br />application is deemed approved. Work sessions on this project are scheduled for April 25 and May 9. <br /> <br />April 9 Work Session Follow-Up Information <br />The following is provided as follow-up information to the April 9 work session: <br /> <br />Economic impact of the project (Attachment I) <br />o <br /> <br />Portland’s tax exemption program (Attachment J) <br />o <br /> <br />Additional information requested (Attachment K) <br />o <br /> <br /> <br />RELATED CITY POLICIES <br />MUPTE is enabled by state statute. The City of Eugene has participated in the MUPTE program since <br />1978. Encouraging housing in the core area is consistent with numerous adopted planning and policy <br />documents. Examples include: <br /> <br />Growth Management Policies <br />Policy 1 Support the existing Eugene Urban Growth Boundary by taking actions to increase <br />density and use on existing vacant land and under-used land within the boundary more <br />efficiently. <br />Policy 2 Encourage in-fill, mixed-use, redevelopment, and higher density development. <br />Policy 3 Encourage a mix of business and residential uses downtown using incentives and zoning. <br /> <br />Eugene Downtown Plan <br />Build upon downtown’s role as the center for government, commerce, education and culture in <br /> <br /> <br />the city and the region. <br />Downtown development shall support the urban qualities of density, vitality, livability and <br /> <br /> <br />diversity to create a downtown, urban environment. <br />Actively pursue public/private development opportunities to achieve the vision for an active, <br /> <br /> <br />vital, growing downtown. <br />S:\CMO\2012 Council Agendas\M120423\S1204234.doc <br /> <br />
