MetropolitanWastewaterManagementCommissionSpringfieldBudgetDetail <br />CITYOFSPRINGFIELD <br />REGIONALWASTEWATERPROGRAMRESPONSIBILITIES <br />TheCityofSpringfieldmanagesadministration <br />ProgramResponsibilities <br />servicesfortheRWP <br />undertheIntergovernmental <br />Administration&Management <br />AgreementfortheMetropolitanWastewaterManagement <br />FinancialPlanning&Management <br />.Theprogramsmaintainedby <br />Commission(MWMC) <br />Long-RangeCapitalProjectPlanning <br />ProjectandConstructionManagement <br />SpringfieldtosupporttheRWParesummarizedbelow <br />CoordinationbetweentheCommissionand <br />andarefollowedbySpringfield’sregionalwastewater <br />governingbodies <br />budgetsummaries.Activities,andthereforeprogram <br />CoordinationandManagementof: <br />RiskManagement&LegalServices <br />budgets,fortheMWMCadministrationvaryfromyear <br />PublicPolicyIssues <br />toyeardependinguponthemajorconstructionprojects <br />RegulatoryandPermitComplianceIssues <br />andspecialinitiativesunderway.Alistofthecapital <br />PublicInformation,EducationandOutreach <br />IndustrialPretreatmentSourceControl <br />projectsSpringfieldstaffwillsupportinFY12-13is <br />CustomerService <br />providedinExhibit12onpage41. <br />MWMCADMINISTRATION <br />TheSpringfieldEnvironmentalServicesDivision(ESD)andFinanceDepartmentprovide <br />ongoingsupportandmanagementservicesfortheMWMC.ThePublicWorksDirectorandthe <br />EnvironmentalServicesManagerserveastheMWMCExecutiveOfficerandGeneralManager, <br />respectively.Springfieldprovidesthefollowingadministrationfunctions:financialplanning <br />management,accountingandfinancialreporting;riskmanagementandlegalservices; <br />coordinationandmanagementofpublicpolicy;coordinationandmanagementofregulatoryand <br />permitcomplianceissues;coordinationbetweentheCommissionandthegoverningbodies; <br />long-rangecapitalprojectplanningandconstructionmanagement;coordinationofpublic <br />information,education,andcitizeninvolvementprograms;sewerusercustomerservice;and <br />coordinationanddevelopmentofregionalbudgets,rateproposals,andrevenueprojections. <br />INDUSTRIALPRETREATMENT(SOURCECONTROL)PROGRAM <br />TheIndustrialPretreatmentProgramisaregionalactivityimplementedjointlybytheCitiesof <br />EugeneandSpringfield.TheIndustrialPretreatmentsectionoftheESDischargedwith <br />administeringtheprogramfortheregulationandoversightofwastewaterdischargedtothe <br />sanitarycollectionsystembyindustriesinSpringfield.Thissectionisresponsibleforensuring <br />thatthesewastesdonotdamagethecollectionsystem,interferewithwastewatertreatment <br />processes,resultinthepass-throughofharmfulpollutantstotreatedeffluentorbiosolids,or <br />threatenworkerhealthorsafety. <br />Thisresponsibilityisfulfilled,inpart,bytheuseofapermitsystemforindustrialdischargers. <br />Thispermitsystem,commontobothEugeneandSpringfield,implementsnecessarylimitations <br />onwastecharacteristicsandestablishesinspection,monitoring,andreportingrequirementsfor <br />documentingwastequalityandquantitycontrols.TheIndustrialPretreatmentsectionisalso <br />responsibleforlocatingnewindustrialdischargesinSpringfieldandevaluatingtheimpactof <br />thosedischargesontheregionalWPCF.AsofFebruary2012,therewere20significant <br />industrialusersunderpermitinSpringfield.TheIndustrialPretreatmentProgramalso <br />addressesthewastewaterdischargesofsomecommercial/industrialbusinessesthroughthe <br />developmentandimplementationofPollutionManagementPractices.Pretreatmentprogram <br />Page25PreliminaryFY12-13BUDGETANDCIP <br />
