MetropolitanWastewaterManagementCommissionEugeneBudgetDetail <br />CITYOFEUGENE <br />REGIONALWASTEWATERPROGRAMRESPONSIBILITIES <br />TheWastewaterDivisionfortheCityofEugenemanagesall <br />ProgramResponsibilities <br />regionalwastewaterpollutioncontrolfacilitiesservingthe <br />Administration&Management <br />EugeneandSpringfieldUrbanGrowBoundaryareasunder <br />FacilityOperations <br />theIntergovernmentalAgreementfortheMetropolitan <br />FacilityMaintenance <br />WastewaterManagementCommission(MWMC).These <br />BiosolidsManagement <br />IndustrialSourceControl <br />regionalfacilitiesincludetheEugene/SpringfieldRegional <br />ManagementInformationServices <br />WaterPollutionControlFacility(WPCF),theBiosolids <br />ProjectManagement <br />ManagementFacility,theBeneficialReuseSite,theBiocycle <br />Farmsite,andregionalwastewaterpumpingstationsand <br />transmissionsewers. <br />Insupportofthewaterpollutioncontrolprogram,theDivisionprovidestechnicalservicesfor <br />wastewatertreatment,managementofequipmentreplacementandinfrastructurerehabilitation, <br />biosolidstreatmentandrecycling,andanindustrialsourcecontrolandpretreatmentprogramin <br />conjunctionwithCityofSpringfieldstaff.Otherservicesincluderegionallaboratoryservices <br />forwastewaterandwaterqualityanalysesandflowmonitoringontheregionalsanitarytrunk <br />sewers. <br />ADMINISTRATIVEANDMANAGEMENTSERVICES <br />AdministrativeServicesprovidesmanagement,administrative,andofficesupporttothe <br />WastewaterDivision.Thissupportincludesthegeneralplanning,directing,andmanagingof <br />theactivitiesoftheDivision;developmentandcoordinationofthebudget;administrationof <br />personnelrecords;andprocessingofpayroll,accountspayable,andaccountsreceivable.This <br />sectionalsoprovidestrackingandmonitoringofallassetsfortheregionalwastewatertreatment <br />facilitiesandclericalsupportforreception,telephoneservices,andothermiscellaneousneeds. <br />TheAdministrativeservicesincludeoversightandcoordinationoftheDivision’s <br />EnvironmentalManagementSystem,safety,andtrainingprograms.Anotherareathisprogram <br />administersisthecoordinationoflocalandregionalbillingandrateactivities. <br />REGIONALWASTEWATERTREATMENT-FACILITYOPERATIONS <br />TheWastewaterDivisionoperatestheWPCFtotreatdomesticandindustrialliquidwastesto <br />achieveaneffluentqualitythatprotectsandsustainsthebeneficialusesoftheWillamette <br />River.TheWPCFisdesignedtotreatanaverageof49milliongallonsperday(mgd)ofdry <br />weatherflow,withawetweatherpeakflowof277mgd.TheOperationssectionoptimizes <br />wastewatertreatmentprocessestoensureeffluentqualityrequirementsaremetinanenergy <br />efficientandcosteffectivemanner.Inaddition,theOperationssectionprovidescontinuous <br />monitoringofthealarmfunctionsforallplantprocesses,regionalandlocalpumpstations,and <br />theBiosolidsandBeneficialReuseSite. <br />REGIONALWASTEWATERTREATMENT-FACILITYMAINTENANCE <br />TheMaintenancesectionoftheWastewaterDivisionisresponsibleforpreservationofthe <br />multi-milliondollarinvestmentintheequipmentandinfrastructureoftheWPCF.Thissection <br />providesapreventativemaintenanceprogramtomaximizeequipmentlifeandperformance;a <br />Page31PreliminaryFY12-13BUDGETANDCIP <br />
