MetropolitanWastewaterManagementCommissionEugeneBudgetDetail <br />correctivemaintenanceprogramforrepairingunanticipatedequipmentfailures;afacility <br />maintenanceprogramtomaintainthebuildings,treatmentstructures,andgrounds;andastores <br />unitthatpurchasesandstockspartsandsuppliesandassistswithprofessionalservices <br />contracting.AlsoincludedwithintheMaintenancesection'schargearethepumpstationsand <br />sewersintheregionalcollectionsystem,andthefacilitiesandequipmentattheBiosolids <br />ManagementandBeneficialReuseSite. <br />BIOSOLIDSMANAGEMENT <br />TheResidualsManagementsectionoftheWastewaterDivisionmanagesthehandlingand <br />beneficialreuseofthebiologicalsolids(biosolids)producedasaresultoftheactivatedsludge <br />treatmentofwastewater.ThissectionoperatestheBiosolidsManagementFacility(BMF)and <br />theBiocycleFarmlocatedatAwbreyLaneinEugene.Approximately4,000drytonsof <br />biosolidsareproducedannuallybytheWPCF.Thesebiosolidsaretreatedusinganaerobic <br />digestion,storedinfacultativelagoons(whichprovidesomeadditionaltreatmentbenefits),and <br />thenprocessedthroughabeltfilterpressandair-driedtoreducethewatercontentandfacilitate <br />transport.Thedriedmaterialisultimatelyappliedtoagriculturallandorirrigatedonpoplar <br />treesattheBiocycleFarmasabeneficialfertilizerandsoilconditioner.Thissectionalso <br />managestheBeneficialReuseSite,whichformerlyservedtotreatwastewaterfromfood <br />processingoperations. <br />INDUSTRIALSOURCECONTROL(Pretreatment)andANALYTICALSERVICES, <br />SAMPLINGTEAM <br />ThepretreatmentprogramisaregionalactivityimplementedjointlybytheCitiesofEugene <br />andSpringfield.TheIndustrialSourceControlgroupoftheWastewaterDivisionischarged <br />withadministeringthepretreatmentprogramfortheregulationandoversightofcommercial <br />andindustrialwastewatersdischargedtothesanitarycollectionsystembyfixed-siteindustries <br />inEugeneandbymobilewastehaulersintheEugeneandSpringfieldareas.Thisgroupisalso <br />responsibleforensuringthatthesewastesdonotdamagethecollectionsystem,interferewith <br />wastewatertreatmentprocesses,resultinthepass-throughofharmfulpollutantstotreated <br />effluentorbiosolids,orthreatenworkerhealthorsafety. <br />Thisresponsibilityisfulfilledthroughtheuseofapermitsystemforindustrialdischargers. <br />Thispermitsystem,commontobothEugeneandSpringfield,implementsnecessarylimitations <br />onwastecharacteristicsandestablishesinspection,monitoring,andreportingrequirementsfor <br />documentingwastequalityandquantitycontrols.Thestaffisalsoresponsibleforlocatingnew <br />industrialdischargesinEugeneandevaluatingtheimpactofnewnon-residentialdischargeson <br />theWPCF.AsofDecember2011,therewere22significantindustrialusersunderpermitin <br />Eugene.Thesectionalsohasresponsibilitiesrelatedtoenvironmentalspillresponseactivities. <br />TheAnalyticalServicesgroupprovidesnecessaryanalyticalworkinsupportofwastewater <br />treatment,residualsmanagement,industrialsourcecontrol,stormwatermonitoring,andspecial <br />projectactivitiesoftheWastewaterDivision.Thelaboratory'sservicesincludesample <br />handlingandanalysesofinfluentsewage,treatedwastewater,biosolids,industrialwastes, <br />stormwater,andgroundwater.Informationfromthelaboratoryisusedtomaketreatment <br />processcontroldecisions,documentcompliancewithregulatoryrequirements,demonstrate <br />environmentalprotection,andensureworkerhealthandsafety. <br />Page32PreliminaryFY12-13BUDGETANDCIP <br />
