4.Recycling and Garbage The goal is to reduce safety concerns around garbage and recycling areas citywide by allowing the enclosures to be 9.6740 <br /> <br />Screening less screened to increase visibility. 9.6745(8) <br /> <br />Recycling and garbage areas serving multi-family developments, as well as commercial and industrial uses are <br />required to be fully screened on all sides with a 100 percent site-obscuring fence, a minimum of 6 feet high and <br />made with wood, metal, masonry or other permanent materials. Envision Eugene and the Pedestrian and Bicycle Mater Plan have identified several barriers <br />within these standards that could be resolved to improve to requirements. <br /> <br />These city-wide amendments would increase flexibility and provide more clarity about how and where required <br />bicycle parking can be provided citywide for all uses. Amendments include: <br /> <br />clarifying that parking spaces must be hard surfaced, <br /> <br /> <br />allowing bike parking on upper floors in conjunction with multi-family developments with elevators, and <br /> <br /> <br />allowing short term parking to be provided in rights-of-way with revocable permit. <br /> <br /> <br /> <br />April 6, 2012 2 <br />
