4.Recycling and Garbage The goal is to reduce safety concerns around garbage and recycling areas citywide by allowing the enclosures to be 9.6740 <br /> <br />Screening less screened to increase visibility. 9.6745(8) <br /> <br />Recycling and garbage areas serving multi-family developments, as well as commercial and industrial uses are <br />required to be fully screened on all sides with a 100 percent site-obscuring fence, a minimum of 6 feet high and <br />made with wood, metal, masonry or other permanent materials. While these standards provide attractive and <br />secure enclosures, neighbors have expressed concern with respect to safety issues due to lack of visibility for <br />residents and employees entering the enclosure. <br /> <br />To improve safety, this amendment would allow, but not require, storage areas to be partially screened on the <br />pedestrian entrance side, and allow but not require the lower 12 inches to be screened with mesh or chain link <br />fencing to allow for greater visibility. <br /> <br />5.Compatible Transition The goal is to increase compatibility between the single-family homes and new apartments in south university. 9.2750 <br /> <br />between high density 9.2751(8) <br />residential and low Although the maximum building height for R-3 and R-4 zoned properties in the south university area was recently <br />density residential in lowered, the building mass and scale of new apartments in proximity to R-1 zones have the potential to be out of <br />South University scale with the single-family homes in this area. <br /> <br />To address compatibility, this amendment would apply to R-3/R-4 zoned properties in the south university area <br />th <br />located along the R-1 zoning boundary (generally located along the south side of 19 Avenue between Hilyard and <br />Agate Streets), and would require a 10 foot property line setback (instead of 5 feet) and a sloped setback along the <br />R-1 boundary. <br />6.Bicycle Parking The goal is to make the bike parking requirements clearer and easier to meet. 9.6105 <br /> <br />Standards <br />The Eugene Code includes requirements for bicycle parking areas, including the location, dimensions, and number <br />of required spaces. Envision Eugene and the Pedestrian and Bicycle Mater Plan have identified several barriers <br />within these standards that could be resolved to improve to requirements. <br /> <br />These city-wide amendments would increase flexibility and provide more clarity about how and where required <br />bicycle parking can be provided citywide for all uses. Amendments include: <br /> <br />clarifying that parking spaces must be hard surfaced, <br /> <br /> <br />allowing bike parking on upper floors in conjunction with multi-family developments with elevators, and <br /> <br /> <br />allowing short term parking to be provided in rights-of-way with revocable permit. <br /> <br /> <br /> <br />April 6, 2012 2 <br />
