<br />As required by state law, the industrial land need that has been identified by Envision Eugene is based <br />specifically on the number of industrial jobs that are forecast to be needed in Eugene, not the region. <br />According to state law, a City must meet its land need (of any type) within its UGB, utilizing expansion if <br />necessary. Therefore, new industrial lands in Goshen cannot be considered to meet the need that has <br />been identified for Eugene. There are provisions in state law pertaining to regional planning, however <br />the Eugene/Springfield region is not currently involved in such a planning endeavor. <br /> <br />Perhaps more important is the fact that land in Goshen has different attributes than the land identified <br />for industrial use in the Envision Eugene process; the lands are not interchangeable. The types of <br />industries that would find sites in Goshen attractive (likely warehousing or other uses that require sites <br />directly proximate to major highways) are not the same industries that would be attracted to an area <br />closer to Clear Lake Rd or the Airport, which would have less need for immediate highway access and <br />may benefit from proximity to the airport or other industrial uses in NW Eugene. <br />
