exemption for denser developments and providing more flexibility on where and how open space can <br />be located. <br />Applicable Adopted Refinement Plans <br />The following applicable adopted refinement plans contain policies that are applicable to these code <br />amendments: <br />• Fairmount /UO Special Area Study <br />• 19 and Agate Special Area Study <br />• West University Neighborhood <br />• Whiteaker Plan <br />• Willakenzie Area Plan <br />The applicable policies from these refinement plans (in italics) are addressed below. Based on the <br />findings, the proposal is consistent with and supported by the applicable provisions of these adopted <br />refinement plans. <br />A review of the following plans found no policies that apply to the amendments: <br />• Bethel - Danebo Refinement Plan <br />• Bethel Danebo Neighborhood Refinement Plan Phase 2 <br />• Eugene Downtown Plan <br />• Jefferson /Far West Refinement Plan <br />• Laurel Hill Plan <br />• River Road /Santa Clara Urban Facilities Plan <br />• South Hills Study <br />• South Willamette Subarea Study <br />• Walnut Station <br />• Westside Neighborhood Plan <br />• Willow Creek Special Area Study <br />Fairmount /UO Special Area Study <br />Existing and future businesses shall be encouraged to provide safe and covered bicycle parking for <br />employees and patrons. (Bicycle and Pedestrian Policy 3) <br />Consistent with this policy, the amendments provide more flexibility and clarity about how and where <br />bicycle parking can be located citywide, thereby encouraging the provision of safe and covered bicycle <br />parking. <br />19th and Agate Special Area Study <br />Consider amendments to the city code that increase provision of bicycle parking throughout the <br />city. (Policy 4) <br />As described in this plan, at the time of plan adoption (1988) required bicycle parking was based on the <br />Findings of Consistency (CA 11 -2) 9 of 11 <br />
