ATTACHMENT A <br />M I N U T E S <br /> <br />Eugene Council Committee on Intergovernmental Relations <br />City Council Conference Room—Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> July 18, 2012 <br /> 11:30 a.m. <br /> <br />PRESENT: Betty Taylor, George Poling, Mike Clark, members; Mayor Kitty Piercy; Keli Osborn, <br />Jessica Mumme, City Manager's Office. <br /> <br />ABSENT: None. <br /> <br /> <br />1. Call to Order and Review Agenda <br /> <br />Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. <br /> <br />2. League of Oregon Cities, Legislative Priority Setting <br /> <br />Ms. Mumme provided members new information obtained from the League of Oregon Cities (LOC) on <br />Tuesday. The LOC Board of Directors is placing a land use suite and a property tax suite on the legislative <br />agenda for the 2013 legislative session. <br /> <br />The IGR Committee voted unanimously to recommend six items to the LOC. In brief, these are: <br /> Item A: The Jobs/Economic Development Initiative that supports funding for industrial site <br /> <br />development. <br /> Item D: Restore equity in our property tax system by resetting assessed value to real market value <br /> <br />when a property is sold or constructed. <br /> Item F: Reform the court fines system in a manner that recognizes the value of both state and local <br /> <br />courts. <br /> Item G: Amend the public contracting code to remove costly requirements that do not aid in the <br /> <br />delivery of public improvements and defend against any new requirements that do not serve the <br />public interest. <br /> Item K: Pass legislation renewing the 9-1-1 tax. <br /> <br /> Item Q: Recapitalize the Special Public Works Fund, Water Wastewater Fund. Water Conservation, <br /> <br />Reuse and Storage Grant Program, and Clean Water State Revolving Fund. <br /> <br />Ms. Taylor, seconded by Mr. Poling, moved to adopt the Intergovernmental Relations <br />Committee’s six recommendations (Items A, D, F, G, K, and Q) to the 2013 League of <br />Oregon Cities legislative recommendations list. The motion passed, 3:0. <br /> <br />3. Items from Members & Staff <br /> <br /> <br />Ms. Mumme announced the day and time for this year’s City Hall Day.
