EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Initiation of Land Use Code Amendment to Create a Special Area Zone for the Historic <br /> Johansen-Moody House <br /> <br />Meeting Date: September 13, 2004 Agenda Item Number: 2C <br />Department: Planning and Development Staff Contact: Kent Kullby <br />www. cl. eugene, or. us Contact Telephone Number: 682-5453 <br /> <br />ISSUE STATEMENT <br />As a representative of the property owners, Terri Harding, Satre Associates, requests the City Council <br />initiate an amendment to Chapter 9 of the Eugene Code to establish a Special Area Zone for an historic <br />city landmark property, the Johansen-Moody house located at 370 River Road. If initiated by the City <br />Council, the proposed code amendment would be the subject of public hearings before the Planning <br />Commission and City Council prior to final action. City Council initiation of the code amendment <br />process does not indicate support for the amendments. <br /> <br />BACKGROUND <br />There is no Council action history related to this specific request. <br /> <br />On May 27, 2004, the property owners, Kathleen Hall and Peter Drongesen, obtained city landmark <br />designation from the Historic Review Board for their house located at 370 River Road. The property is <br />currently zoned R-1 Low Density Residential and the property owners seek to change the zoning with <br />the creation of a Special Area Zone for the property that would enable on-going preservation of the <br />building and property, along with uses such as an antique store and tea house. The property owners <br />have submitted a concurrent zone change application to implement the Special Area Zone once it is <br />established in the Eugene Code through this code amendment process. <br /> <br />The house was built in 1901 in a vernacular-gothic architectural style. Originally, the house was sited <br />on a farm that was divided into smaller lots many years ago. The house is associated with the Danish <br />settlement of the River Road and Danebo areas of Eugene. The house fronts the west side of River <br />Road, just south of Briarcliff Avenue and north of Holeman Avenue. <br /> <br />RELATED CITY POLICIES <br />The purpose for creating Special Area Zones, Section 9.3000 of the Eugene Code (EC), states in part: <br />"Application of S Special zone to a lot containing a specific building, structure, object, site or <br />archeological resource that qualifies as an historic landmark will ensure that permitted uses encourage <br />preservation of historic qualities." <br /> <br /> L:\CMO\2004 Council Agendas\M040913\S0409132C.doc <br /> <br /> <br />
