July 12, 2004 ATTACHMENT A <br /> <br /> Steve Nystrom <br /> City of Eugene Planning Division <br /> 99 West l0th` Avenue <br />SATI~ Eugene, OR 97401 <br />ASSOCIATES Re: Initiation of Type V Code Amendment - Johansen-Moody House <br /> <br /> Dear Steve: <br /> <br /> I would like to request that the City Council initiate a Type V apPlication to create a <br /> Special Area Zone for the Johansen-Moody House at 370 River Road owned by <br /> Kathleen Hall and Peter Drongesen. The property was designated as a City of Eugene <br /> Historic Landmark by Eugene's Historic Review Board on May 27, 2004 (HD 04-01). <br /> The house was constructed in 1901 in the Gothic Vernacular style, and is currently <br /> used as an antique store. <br /> <br /> The Land Use Code allows creation of Special Area Zones (SAZ's) to protect historic <br /> structures, stating "Application of the S Special zone to a lot containing a specific <br /> building, structure, object, site; or archeological resource that qualifies as an historic <br /> landmark will ensure that permitted uses encourage preservation of historic qualities" <br /> (9.3000, page 9-121). <br /> <br /> The creation and application of the SAZ is processed as a code amendment and zone <br /> change per the procedures starting at EC 9.3000. I have drafted Special Area Zone <br /> language that allows a specific range of uses appropriate for the site based on <br /> conversations with city staff. The PrOposed use list includes residential, office, and <br /> small scale retail uses such as an antique store and specialty retail. The owners intend <br /> to use the property for an antique store and tea room. Public hearings on the proposed <br /> language will be held by both the Planning Commission and City Council. I <br /> anticipate submitting the land use application in the next week or so. <br /> <br /> Both Kathleen and I are available to answer any questions you may have.
