SECTION 4 water Quality Eualuatiou <br />RRSC -3 - Citywide Annual Budget Line Item - Outfall Stabilization: This proposed <br />project alternative would include identification and retrofit of storm drainage <br />system outfalls, which are creating localized erosion and bank stability problems. <br />4.3.2 Development Standards to Address Water Quality <br />Stormwater Development Standards <br />Potential development standards were considered for addressing water quality problems as part <br />of the 2002 City -wide basin master planning efforts. As a result, development standards for <br />water quality were adopted City -wide in June 2006. The Stormwater Development Standards <br />include regulations for locating, designing, constructing, and maintaining water quality facilities <br />for new development and significant re- development. These standards apply within the city <br />limits and to properties within the urban growth boundary (UGB) that develop and annex to the <br />City. Eugene developed a Stormwater Management Manual (July 2006) to assist developers <br />with the design, operations, and maintenance of approved stormwater facilities. Eugene's <br />Stormwater Management Manual is a modified version of Portland's Stormwater Management <br />Manual. The Portland Stormwater Management Manual was reviewed and edited for accuracy <br />and consistency with the City of Eugene's regulatory structure and to reflect policies and the <br />Stormwater Department Advisory Committee's recommendations for a water quality design <br />storm (i.e. 1.4 inches for volume -based analyses, 0.22 in /hr for in -line flow -based systems and <br />0.13 in /hr for off -line flow -based systems), flow controls, and maintenance responsibilities for <br />public and private facilities. <br />The Eugene Stormwater Management Manual provides developers and design professionals with <br />specific tools to meet the City's requirements for reducing the impacts of stormwater runoff <br />quantity and pollution resulting from new development. The Manual is to provide guidance for <br />developers subject to the stormwater development standards adopted by City ordinance. <br />As an extension of stormwater development standards adoption, in September, 2008, the Eugene <br />City Council reviewed and directed efforts to increase use of Low Impact Development practices <br />for stormwater management through administrative adjustments, additional integration of LID <br />practices with other initiatives, development of proposals for land use code amendments, and <br />development of proposals for other program enhancements. <br />Implementation of the stormwater development standards is underway, including a 2008 update <br />to the Stormwater Management Manual, plan review and inspection of private water quality <br />facilities, and the incorporation of water quality facilities into public capital improvement project <br />design. Following up from 2008 City Council direction related to increasing the use of LID <br />practices, specific administrative adjustments, incentives and other LID- related actions are being <br />identified and prioritized for implementation. <br />Water Quality Protected Waterways <br />Waterway protections for addressing water quality problems were also considered as part of the <br />2002 City -wide basin master planning efforts. In June 2006, the City initiated a proposal for <br />protecting waterways for water quality purposes.
