<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Work Session: City Hall Update <br /> <br />Meeting Date: January 23, 2013 Agenda Item Number: A <br />Department: Central Services Staff Contact: Kristie Hammitt <br />www.eugene-or.gov Contact Telephone Number: 541-682-5524 <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The City Council is asked to provide specific direction on the next phase of the City Hall project, <br />including detailed analysis and initial design work consistent with the project values. <br /> <br /> <br />BACKGROUND <br /> <br />Throughout the second half of 2012, four meetings of the City Council Subcommittee on City Hall as <br />well as four City Council work sessions and a separate City Council workshop were convened. These <br />meetings provided the opportunity for councilors to provide feedback on the values and criteria <br />associated with determining the future of City Hall. Additional community input was provided in <br />December in the form of two public open houses and a public forum. At the December 12 work session, <br />the council approved a motion to direct staff to continue analysis of options on the existing City Hall <br />site. <br /> <br />While two options have been discussed for the existing City Hall site, in reality these options of Rebuild <br />(substantial renovation) and Build New exist at either end of the same continuum. Given the wide range <br />of possibilities under the Rebuild option, as well as consideration of project values and community <br />input, the council is asked to act on a motion that would pursue the Rebuild option for City Hall, with <br />the goal of retaining the Council Chamber, existing parking and public art as well as any other <br />components that make sense from an operational or design standpoint. The initial analysis and design <br />will build off of work already completed, including the City Hall Master Planning process. Determining <br />how best to preserve some elements on the site while facilitating new construction on the site consistent <br />with project goals can only be accomplished by proceeding with this type of more detailed structural <br />analysis and schematic design work. <br /> <br />The motion before the council would direct staff to initiate the analysis and design work necessary to <br />understand what is feasible from both a structural and design standpoint. This work would continue to <br />be informed by the project values and would be supported by ongoing public involvement as well as <br />progress reports to the council. These check-ins would help the council ensure that analysis and design <br />remain consistent with the project values. Staff will provide more information regarding the motion as <br />well as the timeline and tasks for the initial design process at the work session.
