EXHIBIT C <br />WILLAKENZIE AREA PLAN CONSISTENCY WITH <br />EUGENE - SPRINGFIELD METROPOLITAN AREA GENERAL PLAN <br />Fundamental Principles: <br />Fundamental Principle 1 provides for a comprehensive metropolitan -scale plan- <br />ning framework within which more detailed refinement plans are prepared. The <br />Willakenzie Area Plan is a refinement plan that provides more detailed analy- <br />sis and direction than is provided in the Metro Plan. <br />Fundamental Principle 2 provides for cooperative planning by all governmental <br />jurisdictions within the larger community. Many agencies and governmental <br />jurisdictions were directly involved in the preparation and review of the <br />Willakenzie Area Plan. Among the jurisdictions involved were: the Eugene <br />Water and Electric Board, School District 4 -J, Lane County, the City of <br />Springfield, Lane Council of Governments, the State of Oregon Department of <br />Transportation, the Lane Regional Air Pollution Authority, and the Lane Tran- <br />sit District. <br />Fundamental Principle 3 requires urban development to occur in a compact <br />configuration within the UGB. The Willakenzie Area Plan promotes a compact <br />urban growth form with the inclusion of a policy to require minimum density <br />levels for medium and high density residential development, proposals for <br />residential / mixed use development in several areas, limited expansion of <br />commercial development in the area, recognition of the infill potential on <br />the many large developed lots in.the area, proposals and project to increase <br />the utilization of transit facilities in the area, and other concepts consis- <br />tent with a compact growth scenario. <br />Fundamental Principle 6 indicates that Eugene and Springfield are the logical <br />providers of services within the UGB. The Willakenzie Area Plan addresses <br />the provision of urban services to underdeveloped areas within the city lim- <br />its as well as to the nearly 1000 acres of urbanizable land lying between the <br />city limits and the UGB. The Plan provides for the extension of storm water <br />and sanitary sewers; transportation facilities; fire, police and emergency <br />medical services; park and recreation facilities; and other key urban servic- <br />es to all areas within Eugene's portion of the UGB. <br />Fundamental Principle 7 indicates that the Metro Plan was developed to serve <br />a projected population of nearly 300,000 people. The projected population of <br />the Willakenzie planning area is more than 50,000. The Plan provides for a <br />land use pattern, transportation system, and public infrastructure to accom- <br />modate that portion of the population that lives and works in the Willakenzie <br />area. <br />-1- <br />
