Policies: <br />Policy 1 (III -A -4): Coordinate new residential development with the provi- <br />sion of an adequate level of services and facilities, such as sewers, water, <br />transportation facilities, schools and parks. <br />The Willakenzie Plan considered the projected increases in population <br />and development in the area. Detailed analysis was conducted on storm <br />and sanitary sewer capacities in the area to determine the adequacy of <br />those systems; transportation systems improvements are based on the <br />projected population increases as well as planned increases to the sup- <br />ply and changes to the location of commercial, industrial and higher - <br />density residential development; school and park system improvements are <br />also based on increased demand on those systems. <br />Policy 3 (III -A -4): Increase the supply of land zoned for low -, medium -, and <br />high- density residential uses correlating the amount zoned with the projec- <br />tions of demand. <br />Supplies of medium density residential land had declined in the area in <br />the years preceding the development of this plan. A careful analysis <br />was conducted on the causes and extent of the decline leading to propos- <br />als to increase the supply of medium and high density residential land <br />to levels anticipated in the Metro Plan. <br />Policy 12 (III -A -5): Promote compatibility between residentially zoned land <br />and adjacent areas. <br />The Plan contains proposals to: 1) require Planned Unit Development <br />approval on two of the largest remaining undeveloped residential sites <br />in the planning area; 2) require Site Review on a large undeveloped site <br />near the city center, in part, to promote compatibility between existing <br />and proposed uses; 3) promote compatibility between low- density and <br />higher- density uses and to apply Site Review to parcels designated medi- <br />um or high- density residential land when those parcels abut low- density <br />uses; and 4) to retain existing vegetation, to the greatest extent pos- <br />sible, to provide buffering between residential and non - residential <br />uses, and between low and higher- density residential uses. <br />Policy 15 ( III,A -6): Investigate and when advisable, implement mixed use <br />zoning, particularly in established neighborhoods where compatible and func- <br />tional mixes already exist. <br />The Plan contains policies to encourage residential -mixed use develop- <br />ment in three portions of the planning area. The residential -mixed use <br />proposals are intended to result in the creation of new, more functional <br />living /working /shopping patterns and relationships in undeveloped por- <br />tions of the planning area. <br />-2- <br />
