QUALITY OF LIFE /CHARACTER OF THE AREA <br />* Amend the Eugene Code to ensure that commercial developments are attrac- <br />tive, compatible with surrounding land uses, and reflect recommendations <br />in the Willakenzie Plan, the Commercial lands Study, and other design <br />studies. <br />* Amend the Site Review provisions for the Gillespie Butte area to address <br />the development criteria set forth in the Gillespie Butte Site Develop- <br />ment Standards located in the Neighborhood Design Element. <br />* Design maintenance and improvement programs that support natural re- <br />sources and minimize damage to natural vegetation and critical wildlife <br />habitats. <br />* Seek funding to complete a cultural and historic resource inventory for <br />the Willakenzie area including a description of historic and potentially <br />historic landmarks, significant trees or other landscape elements, and <br />other special features. The cultural and historic resource inventory <br />for the planning area shall be completed within 5 years of plan adop- <br />tion. <br />* Priority should be placed on completing survey work for those areas <br />subject to development pressures which have potentially significant <br />historic resources (such as'the Chase Gardens area and the Old Coburg <br />Road area). A cultural and historic resource inventory for the Chase <br />Gardens and Old Coburg Road area shall be completed within one year of <br />plan adoption. <br />* City of Eugene and Lane County should initiate a study to examine juris- <br />dictional responsibilities, funding options, the role of City and County <br />Historic Review boards, and legal issues surrounding the management of <br />historic resources in the urban transition area. <br />-2- <br />
