EXHIBIT D <br />PLANNING COMMISSION RECOMMENDATIONS ON WILLAKENZIE PLAN <br />IMPLEMENTATION PRIORITIES <br />The Eugene Planning Commission has recommended a slightly revised list of <br />Implementation Priorities than are listed in the draft Willakenzie Area Plan. <br />The Planning Commission Implementation Priorities are as follows: <br />PUBLIC SAFETY <br />* The City shall design and construct a new community- oriented public <br />safety station in the Willakenzie are. This station should provide the <br />following components: <br />- maximum four - minute response time for fire /emergency medical <br />service to all areas of Willakenzie; <br />- station should be staffed by community- oriented Public Safety <br />Department personnel (including police officers); and <br />- contain expansion capabilities for prevention programs and <br />citizen /juvenile meeting rooms to deal with future growth and <br />demand. <br />* The City shall implement proactive prevention programs in the <br />Willakenzie area. These programs could include further expansion of one <br />or more of the following programs which will eventually lead to a commu- <br />nity -based policing model: <br />- block homes; <br />- neighborhood and business watch; <br />- park watch; <br />- expansion of the number of officers assigned to the <br />Willakenzie area; and <br />- other community- oriented public safety programs. <br />* The City shall institute the practice of "posting" whereby ambulances <br />can be parked in key locations in the Willakenzie area to allow the <br />vehicles to respond to incidents in a more timely manner, until such <br />time as the above two actions are achieved. <br />RESIDENTIAL LAND USE <br />* Amend the Eugene code to establish minimum density requirements for <br />medium and high density residential development within the Eugene Urban <br />Growth Boundary. The suggested minimum density requirements are 10 <br />DU /Acre for areas designated Medium Density Residential and 15 DU /Acre <br />for areas designated High Density Residential. <br />-1- <br />
