MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8` Avenue <br />Eugene, Oregon 97401 <br />February 25, 2013 <br />7:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Her Honor Mayor Piercy called the February 25, 2013, regular meeting of the Eugene City Council <br />to order. <br />1. PUBLIC FORUM <br />(Councilor Pryor arrived at 8:16 p.m.) <br />Dennis Gregory — Spoke about traffic concerns in his neighborhood. <br />Madeline Smith — Supported a modification of the sleeping ban to accommodate the homeless. <br />Barbara Prentice — Voiced frustration about the pace of the sleeping ban discussion. <br />Jean Stacey — Said the cost of bigotry and injustice is very high; requested money for homeless. <br />Peg Morton — Said something must be done for homeless; conditions are worsening. <br />Mariah Leung — Suggested reusing vacant downtown buildings to shelter homeless. <br />Patty Hine — Supported efforts to assist homeless. <br />Art Bollman — Suggested that adding benches and bathrooms downtown would benefit all. <br />Michael Gannon — Spoke about the homeless and impacts of the sleeping ban. <br />Alley Valkyrie — Warned that City's enforcement policies increase its legal liability. <br />Ruth Duemler — Advocated for greater efforts to address the needs of the homeless. <br />Conrad Barney — Expressed his support for efforts to help the homeless. <br />Sabra Marcroft — Said local leaders should model compassion for all of its citizens. <br />Kimberly Gladen — Said positive changes are happening downtown, leading to more jobs. <br />Duncan Rhodes — Spoke about traffic issues in the Whittaker neighborhood. <br />Michael Carrigan — Said homeless need more help and deserve better treatment. <br />Joe Tyndall — Spoke about the effects of climate change and the needs of the homeless. <br />2. CONSENT CALENDAR <br />A. Approval of City Council Minutes for February 11 and 13, 2013. <br />B. Approval of Tentative Working Agenda <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to approve the <br />items on the Consent Calendar. PASSED 8:0. <br />3. ACTION: Ratification of Intergovernmental Relations Committee Actions of February 20, 2013 <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to take an <br />"Oppose /Priority 2" position on HB 2418.
