MOTION: Councilor Poling, seconded by Councilor Pryor, moved to take an "Oppose /Priority 2" <br />position on HB 2677. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Taylor, moved to amend to <br />"Support/Priority 2." PASSED 5:4; councilors Poling, Evans, Pryor and Clark opposed, Mayor Piercy <br />broke tie in favor. <br />VOTE ON MAIN MOTION AS AMENDED: PASSED 5:4; councilors Poling, Evans, Pryor and <br />Clark opposed, Mayor Piercy broke tie in favor. <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to ratify the IGR <br />Committee's unanimous actions on bills at the February 20, 2013 IGR Committee meeting. PASSED 8:0. <br />4. PUBLIC HEARING: FY 2014 -2019 Draft Capital Improvement Program <br />Michael Gannon — Spoke about City government. <br />5. PUBLIC HEARING: Ordinance Suspending Multi -Unit Property Tax Exemption (MUPTE) <br />Program <br />Michael Gannon — Said MUPTE is ruining the city. <br />Laura Potter — Supported MUPTE, noting it is an important tool to help meet City's goals. <br />Sue Prichard — Supported MUPTE; it will help achieve compact urban development. <br />Sarah Bennett — Said compact urban development is critical to city's future as envisioned. <br />Hugh Prichard — Supported MUPTE and suggested requiring better financial performance measures. <br />Pat Walsh — Opposed the suspension of the MUPTE program, noting its importance to meeting goals. <br />Mia Nelson — Said redevelopment is needed to achieve desired density goals; supported MUPTE. <br />Todd Edman — Said incentives are needed to achieve vision and goals; supported MUPTE. <br />Scott Sanders — Said revisions to MUPTE may be needed, but opposed suspension of program. <br />Ed McMahon — Said MUPTE addresses an important Envision Eugene pillar. <br />Jeannine Parisi — Said MUPTE is needed for effective redevelopment of EWEB property. <br />The meeting adjourned at 9:55 p.m. <br />Respectfully submitted, <br />Beth Forrest <br />City Recorder <br />MINUTES — Eugene City Council February 25, 2013 Page 2 <br />Regular Meeting <br />
